Overview

Come Find Your Spark at Quartz! We are seeking a strategic thinking, problem-solver to join our Digital Technology team as a Technical Delivery Specialist. The Technical Delivery Specialist will oversee the successful delivery of Digital Technology and Data workstreams and initiatives. This position will ensure that initiatives are completed on time, within budget, and meet quality standards while complying with organizational policies and regulatory requirements. This role will also coordinate cross-functional teams and resources, helping to resolve delivery challenges and keep stakeholders informed. The Technical Delivery Specialist will work as a bridge between strategy and execution, monitoring progress, tracking performance metrics and service level agreements (SLAs), and ensuring alignment with business objectives.

Responsibilities

  • Project Delivery and Quality
    • Supports efforts to ensure deliverables meet quality standards, compliance requirements, and customer expectations by participating in quality reviews, testing activities, and validation checkpoints.
    • Tracks project dependencies and risks and supports mitigation activities, including maintaining risk logs, assisting with contingency planning, and escalating blockers to maintain delivery continuity.
    • Follows established SDLC (Software Development Life Cycle) methodologies, organizational standards, and regulatory requirements by assisting with audits, code reviews, and documentation reviews at key project milestones.
    • Tracks SLAs, KPIs (Key Performance Indicators), and delivery metrics to support consistent performance outcomes, reporting issues, and variances to leadership and contributing to corrective action planning.
    • Reviews project schedules, resources plans, and deliverable timelines to help identify bottlenecks and support workflow efficiency improvements.
  • Stakeholder Collaboration & Technology Planning
    • Coordinates with cross-functional teams - including developers, designers, and testers - by helping clarify responsibilities, objectives, and timelines to support alignment, engagement, and productivity.
    • Shares project status, risks, and issues with stakeholders through status updates, dashboards, and meetings to support transparency and informed decision-making.
    • Assists with budget tracking and support delivery of initiatives within financial guidelines by monitoring expenses, identifying potential cost considerations, and aligning with financial objectives.
    • Participates in evaluations of emerging technologies by supporting proof-of-concept efforts, cost-benefit reviews, and vendor assessments to improve delivery efficiency and scalability.


Qualifications

  • Bachelor's degree in computer science, information technology, business management, or related field with 2+ years of project or service delivery management experience
    • OR associate degree in computer science, information technology, business management, or related field with 5+ years of project or service delivery management experience
    • OR high school equivalency with 8+ years of project or service delivery management experience
  • Healthcare experience with claims systems, Epic Systems, Identity and Access Management systems
  • Experience with delivery and collaboration tools such as JIRA, ServiceNow, and Confluence
  • Strong communication skills with leadership abilities to guide diverse teams
  • Expertise in project management and organizational planning
  • Proven ability to manage competing priorities and tight deadlines
  • Knowledge of IT financial management, including budgeting and cost control
  • In-depth understanding of enterprise SDLC (design, build, test, deploy)
  • Strong skills in Microsoft Office tools - Word, Excel, PowerPoint
  • Deep understanding of outcomes-based work, metrics, and reporting dashboards
  • Understanding of CMS regulations and submissions (HEDIS, STAR submissions)
  • Experience working with external vendors including negotiation skills

Hardware and equipment will be provided by the company, but candidates must have access to high-speed, non-satellite Internet to successfully work from home.
