340B Program Manager

General Summary of Position
Conducts monitoring, analysis, investigations and special projects associated with the 340B Drug Program Drug Program (Drug Pricing Program enabling health care organizations that care for underserved people to purchase outpatient drugs at discounted prices). Assists with development of monitoring protocols and efficient and effective internal controls for the 340B Drug Program and works with the pharmacy leaders and informatics to performs audits that meet the government agencies requirements to self-audit (OPA and HRSA).

Primary Duties and Responsibilities

  • Represents MWHC at relevant internal and external meetings, committees, taskforces, and organizations. Identifies opportunities to highlight MWHC success stories relating to 340B program management to the media and other external audiences.
  • Researches all 340B Drug Program relevant materials including but not limited to regulations, policies, procedures, and other standards. Performs and leads work outlined in analysis plan as directed. Obtains, analyzes, and reports data to identify and evaluate the system of control in the 340B Drug Program. Documents analytical findings from internal and external audits and formulates recommendations for a strong 340B program. Identifies opportunities for improvement, analyzes the effect of the weaknesses, researches causes, and formulates recommendations.
  • Reads and presents regulations/ journals/articles related to compliance and analysis of the 340B Drug Program and financial performance. Participates in conferences and/or webinars pertinent to the 340B Drug Program. Attends education/training events (internal and external). Shares knowledge with and train site associates.
  • Takes responsibility for the cost-effective inventory management of pharmaceuticals, including identification and reporting of inventory requirements and economical reorder quantities to maintain appropriate stock levels. Ensures compliance with 340B program requirements of qualified patients, drugs, providers, vendors, payers, and locations.
  • Accountable for 340B compliance and oversight of day to day management of the program by making sure there are appropriate safeguards and system integrity. Reviews and refines 340B cost savings report detailing purchasing, and replacement practices, as well as dispensing patterns. Monitors ordering processes by integrating most current pricing from wholesaler; and analyzes invoices, shipping, and inventory processes for compliance.
  • Establishes and maintains distribution accounts such as non-GPO account, 340B account, and GPO account. Works, as required by the 340B program, with the procurement coordinator to make sure that the drugs are procured from the correct accounts as indicated by the split software. Reviews daily accumulator and oversees audits to ensure compliance.
  • Randomly audits 340B invoices, transactions by NDC and distribution of medications obtained at 340B pricing and documentation of dispensation that accumulated to produce the purchases of each product ordered.
  • Provides analysis, recommendations on system enhancements and implementation and develops project plans to support the recommendations. Serves as the primary contact for 340B program.
  • Develops project plans and functions as the 340B program manager on all technical activities. Manages system activities in support of the program and communicates technical project information and terms in lay terminology for presentations, meetings, and reports to management. Keeps abreast of 340B program by actively participating in education and training events (internal and external).
  • Documents procedures, systems and programs according to 340B program standards to provide systems direction for the division.
  • Serves as internal resource for technical guidance and training.
  • Assumes other duties and responsibilities that are appropriate to the position and area.


  • Minimum Qualifications
    Education

    • Bachelor's degree in Health Care Administration, Business Administration or another healthcare discipline with relevant experience required
    • Master's degree preferred

    Experience

    • 8-10 years of progressively more responsible job-related experience required
    • 5-7 years in 340B related project management required
    • Demonstrated experience with Federal and state laws and regulations, and performance improvement initiatives, measurement of effectiveness and benchmarking techniques required

    Licenses and Certifications

    • Certification from 340B university required
    • LPT - Licensed Pharmacy Tech (Pharmacy Technician Certification Board /PTCB) preferred
