The specially-funded employees associated with this grant will need to apply and go through a competitive process at the end of the final award cycle

Job Summary

Gateway Community College is currently seeking to fill the position of Student Services Manager (Project/TRiO Director). This position will be responsible for overseeing all aspects of GateWay's TRIO Upward Bound and Student Support Services programs and maintaining the integrity and excellence of the grant projects. This includes ensuring that all aspects of the programs are carried out as described in the grant proposal while adhering to federal rules and regulations, and communicating often with the Project Administrator Federal Program Officers and key stakeholders. The TRiO Project Director will facilitate the planning, implementation, evaluation, and reporting of project activities. The Project Director will also be responsible for maintaining and monitoring the grant budgets. Finally, the person in this role will work closely with various College departments including Academic Affairs, Student Affairs, Institutional Effectiveness and external stakeholders

Essential Functions

40% - Executes the administrative authority and visionary leadership for the TRiO grants to achieve the goals of the grant and ensure alignment to GateWay's strategic plan. Oversee the Student Services Analysts for the TRiO program; Leads the collaboration with key multiple GateWay divisions (including Academic Affairs, Student Affairs, Institutional Effectiveness, and the GateWay Executive Team, and the District Grants Office). Aligns leadership with regulatory compliance in all aspects of GateWay's TRiO grants including the development, analysis and submission of required reports and communication to the U.S. Department of Education. Manages the Student Services Analysts to prepare technical reports, data collection and management of student information systems and databases.

20% - Implements grant activities to meet objectives, including strategies to recruit eligible students into the TRiO programs (Student Support Services and Upward Bound); Oversees key services to develop students in the following areas: career exploration, personal growth, life skills, and college entrance and success; Manages the staff conducting program orientations and workshops and any volunteer activities and supports staff in maintaining a case management approach to enhance UB and SSS participants' experiences; Oversees the development of programming/curriculum for SSS and UB programs and follow-up surveys/post-program evaluations; Manages the key services to increase academic success and student retention.

15% - Communicates TRiO progress regularly across the College with key stakeholders to discuss grant activities, progress and challenges. Leads regular monthly meetings with TRIO UB project staff; schedule meetings with the Project Administrator and the Grants Office to discuss challenges or concerns; Communicates grant achievements and discusses modifications.

15% - Approves and monitors all TRiO budget expenditures and complete internal budget and fiscal accountability reports. Ensures project spending is on track and is compliant with the approved grant budget. Oversee program purchasing.

10% - Performs other duties as assigned and related to TRIO grant goals, as authorized or requested.

Minimum Qualifications

Bachelor's Degree from a regionally accredited institution in education, sociology, business administration or related field and five (5) years of progressively responsible student services or related experience that includes such things as administration of policies and procedures, program oversight and two (2) years of supervisory experience.

OR

An equivalent combination of the conferred degree and directly related full-time work experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

Desired Qualifications

A. Master's degree from a regionally accredited institution in education, business or public administration, social work, psychology, or related area

B. At least (2) two years of work experience in a TRiO or similar student success/retention program assisting underrepresented students in an educational setting

C. Experience directing program activities and working collaboratively with internal and external partners

D. Bilingual in English and Spanish is preferred

E. Experience with student services, including advisement, enrollment, financial aid, or related area

F. Three (3) years of project management experience with TRiO grants (or similar programs) including budget management in a higher education setting

G. Experience with the U.S. Department of Education regulations and TRiO program policies ( or similar policies and regulations)

H. Experience overcoming barriers to post-secondary education faced by underrepresented students, such as being low income or first generation, as demonstrated in the applicant's cover letter

Special Working Conditions
  • Will be required to travel or be assigned to all GateWay locations
  • Will require some evenings or weekends
  • May require prolonged periods of viewing a computer screen
  • May be required to lift or carry up to #25 lbs
  • MCCCD does not sponsor individuals for any type of work visas
