Job Description:


Summary

Manages the alcohol regulatory compliance program for a private enterprise and is responsible for ensuring operations are compliant with Alcohol Tobacco Tax & Trade Bureau ("TTB") regulations and state liquor control board laws. Serves as the subject matter expert, responsible for implementation and standardization of best practices in alcohol compliance systems and reporting, including review and integration of new and changing alcohol-related operations and services. Develops, improves, and maintains company-wide compliance initiatives by bringing a systematic, disciplined, and governed approach to record-keeping, guidelines/policies, and standard operating procedures. Collaborates with internal business partners, assists with the resolution of compliance matters related to operations, and serves as the key compliance liaison between the company, customers, and regulatory agencies. Responsible for monitoring regulatory and corporate activities to ensure compliance program goals are met or exceeded.

Essential Functions

* Ensures company-wide compliance with all federal and state alcohol regulations, laws, and policies.

* Drives efficient and timely execution of Federal and State alcohol license applications, including communications with business stakeholders to ensure applications are complete and accurate for the business requirements. Provides timely status updates to stakeholders.

* Ensures that existing company licenses and permits are valid and up to date, including officers and other corporate information updates as needed.

* Designs, develops, implements, and documents standard processes and procedures for alcohol beverage compliance. Maintains and communicates to stakeholders a RACI matrix of key tasks and controls.

* Works cross-functionally to drive continuous process improvement and standardization initiatives across all divisions and sites.

* Works with compliance staff to ensure recordkeeping practices and procedures comply with alcohol beverage laws and regulations.

* Assists business partners in development and management of compliance IT systems to support new business activities and continuous improvement initiatives.

* Monitors efficiency and effectiveness of the compliance program through routine monitoring of processes and analysis of reporting results.

* Develops success metrics to evaluate the effectiveness of the compliance program. Issues monthly scorecard and quarterly lead team updates.

* Leads the development and delivery of accessible and applicable regulatory compliance training materials and compliance reporting tools.

* Leads the alcohol beverage compliance internal audit program. Reports internal and external audit outcomes to stakeholders and drives remediation activities.

* Oversees preparation activities for external audits and acts as the conduit with TTB regulatory authorities during an audit.

* Engages in continuous knowledge development regarding industry rules, regulations, best practices, tools, techniques, and performance standards.

* Analyzes impacts to Company of proposed alcohol regulatory legislation, as necessary, and provides direction to operations and leadership. If new legislation is passed, leads projects/efforts to ensure Company's policies, standards and guidelines are changed to ensure compliance in a timely manner.

* Participates in regulatory due diligence activities for acquisitions and new lines of business, sites, or operations.

* Maintains satisfactory attendance, to include timeliness.

* Responsible for understanding and complying with applicable quality, environmental and safety regulatory considerations. If accountable for the work of others, responsible for ensuring their understanding and compliance.

Qualifications

Minimum Qualifications

* Bachelor's degree plus 5 years of experience in accounting, tax, and regulatory compliance, reflecting increasing levels of responsibility.

* Experience with Alcohol Tobacco Tax & Trade Bureau (TTB) regulations and state liquor control board laws.

* Required to travel up to 15% of the time per business needs.

* Candidates for this position must have a valid driver's license and a safe driving record. Required to obtain a California driver's license or appropriate state driver's license within 30 days of hire.

* Proficiency using MS Excel and MS Office products at an intermediate level to effectively manage, analyze, and report on a wide variety of data.

* Intermediate level experience with ERP software.

Preferred Qualifications

* Bachelor's degree plus 8 or more years of experience in accounting, tax, and regulatory compliance, reflecting increasing levels of responsibility, including managerial experience.

* Lean Six Sigma Green Belt or Black Belt certification.

* 3 or more years of alcohol compliance and regulatory experience.

* Auditing experience.

* Advanced MS Excel skills.

* Advanced SAP or equivalent ERP software experience.

* Experience using and pulling data from Softeon and/or Swisslog.

* Experience with establishing and integrating new software systems, processes, and reporting/analysis tools.

* Demonstrates critical thinking and attention to detail with the ability to navigate a multitude of sources, maintain large amounts of data, and balance multiple tasks.

* Ability to self-start, prioritize and meet strict deadlines while maintaining good judgement and professional relationships.

* Experience working with all levels and functions within the company.

* Skilled in reading, analyzing, and interpreting general business periodicals, professional journals, technical procedures, or governmental regulations.

* Skilled in writing reports, business correspondence, and procedure manuals.

* Skilled in defining problems, collecting data, establishing facts, and drawing valid conclusions.

* Skilled in presenting technical regulatory information and requirements in order to effectively train and respond to inquiries from managers, compliance staff, customers, and regulatory agencies.

* Possesses and applies a broad knowledge of principles, practices, and procedures of this particular field of specialization to the completion of difficult assignments.

* Engages in the typical responsibilities of a manager requiring planning, evaluating, organizing, integrating, and controlling.

* Works under pressure, meets aggressive deadlines, and makes effective and sound decisions.

Compensation



  1. Hiring Salary Range: $107,800 - $134,800.
  2. Actual compensation amount paid may be lower or higher to be determined by factors other than race and gender such as the education, experience, knowledge, skills and abilities of the applicant, internal equity, and alignment with market data.
