Job Summary The Patient Billing and Collections Government Assistant Manager aka Assistant Manager - Government Follow-up provides guidance to support staff in billing and/or collections activities. Directs subordinates to complete assignments using established guidelines, procedures, and policies. Recommends new and revised procedures as needed.
The Assistant Manager - Government Follow-up is responsible for the accounts receivable, billing, and follow-up for all government (in-state and out-of-state) accounts receivable. The Government Billing unit adheres to and complies with CMS, DHCS, and other payers' regulations and guidelines about reimbursement. The units deal regularly with complex policy and procedural issues that involve contract compliance. The Government units' duties entail the following: ensure regulatory compliance, interpret and apply State and Federal laws, work closely with university entities and affiliated institutions to develop and ensure the quality of the university's billing processes. It is also the unit's responsibility to communicate and coordinate with various UCSF departments, including other UCSF billing agents to ensure the quality of the university's billing processes.
The Assistant Manager - Government Follow-up is responsible for the direct supervision of their team(s) and the monitoring of workflow related to the billing and follow-up for government payers or managed care products including but not limited to Medi-Cal, Medi-Cal Manage Care, Medicare, Medicare Advantage, CCS and VA accounts receivable for MGBS clients. The Supervisor will also support the Manager(s) in coordinating and monitoring personnel issues, monthly quality reviews (KPI), productivity monitoring, training, and special projects as it relates to professional accounts receivable. The Supervisor will demonstrate the ability to perform all aspects of billing and follow-up with superior quality. The Supervisor will resolve or escalate issues as needed to facilitate the ability of their teams to resolve all outstanding commercial accounts through constant communication with the payers, other MGBS units, UCSF clinical departments, and billing agents. The Supervisor will conform to all UCSF, MGBS, government, and HIPAA policies and procedures. The final salary and offer components are subject to additional approvals based on UC policy. Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement. The salary range for this position is $67,700 - $149,900 (Annual Rate). Department Description Medical Group Business Services (MGBS) is responsible for the professional fee billing and collections for approximately 25 divisions in the School of Medicine. MGBS collects approximately $1B annually and takes ownership for continuing to find ways for the Divisions to ensure charges are captured and increase payments.
Required Qualifications
- Bachelor's degree or four years of relevant experience
- Three years or more handling professional fee billing
- Ability to work in a changing environment and handle multiple tasks efficiently
- Adhere to Government and HMO regulations as stated in the specific payers' manuals
- Ability to supervise, schedule, and coordinate daily activities of subordinate staff and effectively manage multiple priorities in a fast-paced, dynamic environment.
- Solid knowledge of medical and insurance terminology, billing and/or collections internal procedures, and external regulations.
- Solid skills in quality customer service.
- Good organizational interpersonal, verbal, and written communications
- The ability to manage conflict and collaborate effectively with all constituent groups, including patients, physician offices, third-party payors, attorneys, outside agencies, and clinical and administrative personnel across departments.
- Excellent written and verbal communications, with the ability to effectively motivate others, to convey complex information clearly and concisely, and to prepare and present a variety of reports and analyses.
- The ability to work in Emeryville when required.
Preferred Qualifications
- Working knowledge of human resources management policies, with the ability to evaluate and document human resources matters and performance.
- Solid leadership skills to coach and improve staff performance. Ability to provide a thorough and accurate review of complex subordinate work and to oversee the coordination of ongoing tasks and projects over extended periods.
- Computer proficiency in all relevant software, hardware, and systems, including scheduling / calendaring programs to effectively set and communicate work schedules.
