Penn State Extension is seeking a high performing, positive, enthusiastic, critical and strategic thinking, problem solving Operations Manager, who is skilled in financial/budgetary, personnel, and operations management; problem, change, project, and process management; strong relationship building; and thrives in a complex, dynamic, fast changing environment. This individual, as a member of a collaborative team of other Extension Area Business Operations Managers across the commonwealth, will provide leadership, direction and oversight to the operational/business functions and processes for the county extension offices in their assigned geographic area. The successful candidate will be able to operate primarily from a base county office location anywhere within Area 9 (which includes Berks, Chester, Delaware, Lancaster, Lebanon and Schuylkill Counties).

This position offers a flexible work arrangement that combines remote and on-campus work. Questions related to flexible work should be directed to the hiring manager during the interview process.

Major responsibilities include:

Financial/Organizational Leadership and Management.

  • Responsible for managing the overall financial aspects of the assigned County Extension offices, operating effectively and accurately with integrity and excellent stewardship.

  • Strategize and develop budgets, working closely with the Area Client Relations Manager; preparing financial analysis, forecasts, and reports; ensuing funds are available for facilities/office operations.

  • Authorize and administer financial transactions ensuring compliance with funding source and purpose and processing income and expenses on a timely basis.

  • Champion organizational change and provide leadership adherence to organizational policies, procedures, controls and government regulations (Affirmative Action, Civil Rights).

Personnel Leadership and Management.

  • Directly supervise and manage work activities of the county based Administrative and Financial Support Staff assigned in the designated geographic area.

  • Recruit, hire, orient, mentor, develop and evaluate administrative staff.

  • Ensure County offices excel in customer service to internal and external clientele.

  • Ensure work environment supports and fosters diversity, equity and inclusion.

  • Resolve complex issues and concerns; respond to risk management issues and engage appropriate individuals in discussions and resolution to issues.

  • Facilitate human resource actions for administrative support positions.

Office and Facility Leadership and Management.

  • Manage and oversee the daily operations and maintenance of the Extension offices and any auxiliary facilities such as 4-H centers in designated geographic area.

  • Manage and oversee the purchase and maintenance of equipment, fixed assets and supplies to support the office.

  • Consult with other departments regarding technology planning and purchasing of equipment and software for staff.

Relationship Leadership and Management.

  • Understand and articulate the mission of the College of Agricultural Sciences and Penn State Extension.

  • Develop and maintain relationships with internal and external stakeholders to ensure effective communication, collaboration and follow through on organizational initiatives, commitments, and issues; maintain knowledge of complex issues.

  • Collaborate with Area Client Relationship Manager to build effective working relationships and liaisons within the geographic area to include county government and other partners.

Education and Experience:

Minimum requirements include a bachelor's degree or higher and 8 or more years of relevant experience, including 3+ years of supervisory experience, or an equivalent combination of education and experience.

Travel is required. This position requires the operation of a motor vehicle as part of the job duties. A valid driver's license and successful completion of a motor vehicle records check will be required in addition to standard background checks.

The salary range for this position, including all possible grades is:

$61,800.00 - $89,600.00
