Department Overview

The Business Resource Center (BRC) aims to build a strong foundation for UCOP financial operations, allowing departments to focus on their core duties. Our goal is to standardize procedures and controls to ensure maximum service to departments, as well as efficient, controlled and compliant transaction processing for administrative functions. BRC staff strive to provide excellent service while demonstrating accountability to stakeholders, including the Regents and the public.

Position Summary
Uses skills as a seasoned, experienced professional with a full understanding of industry practices and organizational policies and procedures; resolves a wide range of issues in imaginative as well as practical ways. Works on categories of diverse scope and complexity where analysis of data requires evaluation of identifiable factors. Demonstrates good judgment in selecting methods and techniques for obtaining solutions. Cultivates internal and some external contacts. Manages through complex legal requirements, policy and process. Please note this is a hybrid position (3) days in the Oakland, CA office.

Key Responsibilities

10% Lead strategy discussions regarding procurement strategy. Recommends appropriate sourcing strategy to support business needs while executing in compliance with policy. Recommends strategies for negotiating commodity and category purchase agreements based on knowledge of market, pricing and terms.

15% Recommends strategies for cost reduction, supplier consolidation, quality improvements and process efficiencies.

15% Recommends supplier sourcing strategies to ensure best-in-class, timely delivery and cost competitiveness for commodity / category. Leverage existing local, systemwide, or cooperative contracts for best cost advantage and operational efficiency.

15% Facilitate and manage RFI, RFQ, RFP activities in compliance with legal requirements, UC policy and procedures. Manage RFP development and publication, lead meetings, manage scoring, facilitate financial review, communicate award and non-award notifications, lead contract negotiations.

20% Creates Purchase Orders in response to department requisitions. Validate that all responsive documents are provided in support of the PO.

25% Solicits, evaluates, and makes recommendations regarding proposals, quotations and tender submissions from suppliers in accordance with sourcing policy and legal compliance.

Experience
Required Qualifications

Minimum 5 years of relevant experience in similar roles.

Skills and Abilities
Required Qualifications

Demonstrated ability to master assigned categories and commodities.

Strong listening and communication skills, including the ability to present information in a clear and concise manner verbally and in writing. Use standard software tools (Microsoft office, Smartsheet, Tableau) Adept and experienced in using procurement systems for PO management and RFP management.

Strong project planning, organizational, and decision-making skills. Experienced at meeting facilitation. Must be able to manage competing priorities.

Strong ability to work independently gather, organize, and perform analytical or sourcing assignments.

Preferred Qualifications

Experience in collaborating with internal stakeholders and collaborating and negotiating with supplier on contract terms in accordance with UC process and policy. Leverage internal subject matter experts as needed during negotiations to reduce risk to UC.

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
