JOB DESCRIPTION AND POSITION REQUIREMENTS:

The Associate Director of Transportation Services is responsible for planning, directing, managing, coordinating and supervising the programs for acquisition, assignment, utilization, maintenance, repair, replacement and disposal of fleet vehicles across all departments at the University Park Campus.Directs the overall operation of the Penn State Transportation Services business unit that encompasses both fleet management and driver services management, including technician development and organizational development, lifecycle asset management, configuration management, fleet management information systems, capital renewal and financing programs, and EV charging infrastructure. Additional Responsibilities include ensuring a safe and efficient transportation environment; strategizing and developing capital plans; making purchases; negotiating contracts/agreements; directing and supervising personnel; developing and managing budgets; collaborating and coordinating with consultants; ensuring customer service and regulatory compliance. The Associate Director serves as the primary point of contact concerning the vehicle fleet, driver services and all other associated fleet operations.

Primary Responsibilities:

  • Develops and administers vehicle/equipment asset management processes from procurement to disposition.

  • Support vehicle purchase specifications and purchase vehicles for all University departments.

  • Establish and monitor purchasing, operational and replacement strategies and practices for most cost-effective operation.

  • Fleet Manager is responsible in recommending whether a vehicle makes environmental standards, whether a vehicle should be assigned to better meet the needs of the University, whether a vehicle should be purchased, accepted as a donation or disposed of.

  • Conducts independent business analytics that support coherent, practical, and balanced fleet and technical services program that allow for thoughtful engagement with key stakeholders and campus clients. Provide stakeholders with data that supports fiscal responsibility and informed decision making regarding budgetary actions and their fleet.

  • Administer a centralized fleet management information systems across multiple university departments, including data integrity, workflow production management, telematics, supply chain, warranty management and client financial systems.Work with all maintenance and repair operations, motorpools, and Financial Officers to standardize the FMIS for the University.Provide regular reporting functions regarding the health and cost of the Fleet to individual departments and to senior university leadership.

  • Develops and implements strategic business plans focusing on fleet and technical service needs in cooperation and coordination with all Transportation divisions.

  • Acts as a resource cross departmentally providing objective views to problems and processes; takes initiative to mediate and direct in situations/circumstances warranting intervention on the behalf of a customer and/or staff

  • Develops and administers fleet capital programs; prepares and supports capital and operating budgets for equipment and facilities

  • Administers, communicates and implements safety rules, policies, and procedures in support of the Penn State's safety vision and goals; and maintains accountability for the safety performance of all assigned employees

  • Create, Maintain, and enforce policies across different work units including shop operations, vehicle preventive maintenance, fueling operations, and use of the daily fleet motor pool; monitor use of outside vendors, including outside service and fuel providers.

  • Support a sustainable fleet model that aligns with the University's goal of 100% emission reduction by 2035.

Education and Experience:

Minimum requirements are a Bachelor's Degree plus ten (10) years of relvant expereince, to include three (3) years of supervisory experience. Or, an equivalent combination of education and experience.

The salary range for this position, including all possible grades is:

$86,300.00 - $129,500.00
