Job Summary

Loudoun County Family Services is seeking a dedicated, compassionate, and innovative professional to lead a Child Protective Services (CPS) Investigations and Family Assessments (I&A) team.

This position is eligible for a $3,000 hiring bonus in accordance with the County's Hiring and Retention Bonus Program.

This team will consist of five (5) Family Services Specialists, one (1) CPS Case Aide, and one (1) Senior Family Services Specialist. The successful candidate will be a part of a diverse department that envisions better health, safety, and well-being. The Department supports individuals and families in the community to live their best lives while advocating for those most vulnerable and respecting their right to self-determination.
The CPS Program Supervisor will provide clinical and administrative supervision and professional leadership to a dynamic team responding to the needs of our most vulnerable children and families. The selected candidate will oversee cases involving protective services to children and families, assuring that complaints, investigations, and assessments are managed according to federal, state, and local policies, including completeness and timeliness.
This position requires the individual to maintain a supportive work environment, with the ability to inspire and encourage productivity and teamwork amongst staff. Work is performed in a forward-thinking organization that requires sensitivity to change and responsiveness to changing goals, priorities, and needs.
The successful candidate will:

  • Establish performance expectations and goals for the team.
  • Lead a team of CPS workers with activities and plans to accomplish goals.
  • Promote teamwork and cooperation in the unit.
  • Cover emergencies and provide clinical direction to employees.
  • Lead unit meetings.
  • Monitor staff compliance.
  • Work with a diverse and multi-ethnic population and workforce.
  • Demonstrate capacity to manage crises that require critical decisions involving people, resources, and property.
The candidate will possess the following knowledge and skills:
  • Knowledge of child protection laws, rules, and regulations.
  • Knowledge of family dynamics and functioning and human development.
  • Knowledge of evidence-based practices in child welfare.
Hiring salary will be commensurate with experience.

Minimum Qualifications

Bachelor's degree in Social Work, Psychology (master's degree preferred), or a related field; four (4) years of experience to include one (1) year of supervisory experience; or equivalent combination of education and experience.

Preferred Qualifications:
  • Master's degree in Social Work, Sociology, Psychology, or a related field; clinical licensure
  • Bi-lingual English and Spanish speaking abilities.

Job Contingencies and Special Requirements

Special Requirements:

  • Successful candidates must be available to work primarily evenings, nights, and scheduled weekends and holidays.
  • This position is considered essential personnel and will require the report to work during times designated countywide as approved for unscheduled leave regardless of the emergency (e.g., weather, transportation, disaster).
  • Candidate may also be required to work and may be assigned to an alternate worksite(s) within the county to carry out duties that support operational needs.
  • Core work hours are Monday-Friday, 8:30 a.m. to 5:00 p.m., including rotating on-call shifts to receive and validate referrals from 5 p.m. to 8:30 a.m. or respond to emergency family situations, as required.
Successful candidates must possess and maintain a valid resident driver's license and undergo driving record, child protective services, credit and criminal background checks.
