Under general supervision, investigates, addresses, and enforces City ordinances and protects the health and safety of the City's citizens. This is accomplished by conducting physical inspections, responding to complaints of code violations, and facilitating and investigating illegal dumping and tampering of water services. Other duties may include enforcing State and Federal health and sanitary requirements, assisting the public, providing administrative support, and interfacing with other City employees and citizens. This position assists in providing training to new employees, assisting supervisors with administrative tasks, and leading special projects.

Essential Functions

The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Enforces City codes and ordinances for sign, zoning, and property maintenance violations by conducting investigations, taking photographs, removing illegal signs, issuing notices and citations, and resolving more complex cases.
  • Responds to complaints about code violations by notifying and informing residents and establishments of violations of City ordinances or Zoning violations, issuing citations, and processing abatements to meet compliance.
  • Investigates violations of illegal dumping and the tampering of water services by responding to reports, conducting proactive inspections, photographing violations, gathering evidence for court cases, issuing citations, testifying in court, and coordinating the removal and disposal of illegal and/or hazardous material and debris.
  • Assists with developing and implementing new programs, ordinances, and procedures by functioning as team leader on special projects and complex cases and assisting in training, assigning, and reviewing work of new and existing staff.
  • Assists the public by answering the telephone, responding to inquiries, and providing information on procedures for addressing complaints.
  • Provides various form of administrative service by writing notices and citations, generating reports, maintaining files and records, preparing memos and correspondence, inputting case information into a database, researching legal information, and reviewing incoming mail.
  • Performs other duties as assigned.

Job Requirements

Education & Experience
Work requires broad knowledge in a general professional or technical field. A typical way to obtain the required qualifications would be:

  • Associate's degree in business or a related field and three (3) years of municipal code compliance experience.
Other combinations of education and experience may be considered.

Certifications and Other Requirements
  • Texas Registered Code Enforcement Officer, or equivalent license from another state.
  • Valid Texas Class C driver's license.

Supplemental Information

Knowledge of:

  • City rules, regulations, policies, and procedures with particular attention to codes and ordinances.
  • Project management principles and practices.
  • City code of ordinances, Allen Land Development Code, Texas Commission of Environmental Quality (TCEQ) rules and requirements, Texas Health and Safety Code, and International Code Council.
  • Modern office practices, procedures, and equipment.

Skill in:
  • Establishing and maintaining working relationships with professional and support staff, vendors, the public, and City employees.
  • Assessing and prioritizing multiple tasks, projects and demands.
  • Providing outstanding customer service and conflict resolution.
  • Operating a personal computer utilizing a variety of business software.
  • Reading and understanding City, State and Federal rules and regulations.
  • Creating, preparing, writing, and proofing reports, presentations, documents, and correspondence.
  • Working effectively in a high-pressure environment with changing priorities.
  • Effectively communicating in both oral and written format.

Physical Demands / Work Environment:
