About the Department |
The NC State Office of General Counsel provides, manages and coordinates all legal services for the university in a collegial, responsive and professional manner. The office provides legal and risk management advice on a wide variety of matters to the Board of Trustees, the Chancellor, senior officers, other university administrators, and faculty and staff who are acting on behalf of the university. These matters include, but are not limited to, employment, student affairs, athletics, public records, real property, sponsored programs, intellectual property, purchasing and civil rights. The office represents the university in administrative proceedings before federal and state agencies and coordinates all litigation matters. |
Essential Job Duties |
Reflecting the wide variety of functions performed by the Office of General Counsel and the dynamic nature of the university environment, the duties of this position include both traditional paralegal activities as well as innovative and technical tasks. The ideal candidate will excel in both areas.
Consistent with the standards articulated by the American Bar Association and the requirements of the North Carolina State Bar concerning paralegals, this position will perform traditional paralegal duties including, but are not limited to:
- Coordinating litigation efforts and activities with outside counsel.
- Proofreading, drafting, and finalizing various correspondence, legal documents, and reports.
- Assisting with mass document production that involves analyzing, cataloging, and redacting documents, correspondence, and other exhibit items.
- Conducting computer-assisted legal research.
- Assisting in-house counsel with compiling materials and responding to administrative complaints filed with government agencies (e.g., EEOC, OCR, OAH-CRD, DOL).
- Conducting routine and specific legal and factual research and data compilation as directed by attorneys.
- Researching public records online and communicating with state and local officials.
- Issuing litigation holds.
- Preparing and filing proofs of claim and tracking bankruptcy actions.
- Coordinating responses to FOIA requests
- Assisting with the tort claims process, including communicating with Department of Justice investigators and claimants.
- Tracking open and closed cases and providing periodic reports as requested by the Vice Chancellor and General Counsel.
- Assisting with transactions, including preparing and maintaining documents and files.
- Assisting the University Records Officer in compiling and preparing responses to public records requests.
- Other duties as assigned.
Equally important, this position will involve non-traditional, creative, and technical activities in support of the outreach activities of the Office of General Counsel. These duties may include, but are not limited to:
- Preparing presentations, slideshows, newsletters, and other educational materials for seminars and training sessions.
- Other projects as assigned.

Other Responsibilities |
- Proof, draft, and finalize various correspondence, legal documents, and reports.
- Assist with mass document production that involves analyzing, cataloging, and copying correspondence, policies, and other exhibit items.
- Provide support to the University Compliance Steering Committee, Compliance Officials Working Group and Professional Sports Counseling Panel.
- Perform other duties as assigned by the supervisor.

Qualifications
Minimum Experience/Education |
Completion of an accredited paralegal program; or an equivalent combination of training and experience. |
Other Required Qualifications |
- Must be able to work efficiently in a high-pressure and deadline environment.
- Ability to read, interpret and consistently apply laws, policies, procedures and guidelines.
- Excellent computer knowledge and intermediate skill level with Microsoft Office or Google Suite and Adobe Acrobat Creative Cloud.
- Exceptionally well organized, resourceful, detail oriented and pay extremely close attention to detail.
- Excellent interpersonal skills, in person and over the telephone.
- Excellent written and verbal communication skills.
- Professional work habits and team oriented attitude.
- Demonstrated critical thinking, proficiency in problem-solving, sound judgment, and decision making skills.
- Graduation from an accredited school of paralegal training and professional paralegal experience, preferable with a law firm or an equivalent combination of education and experience.

Preferred Qualifications |
- Experience using document management systems, such as Relativity and Clio.
- Knowledge of workers compensation and tort claims.
- Knowledge of United States Bankruptcy procedures for Chapters 7, 11, and 13.
- Knowledge or experience using the Wake County Electronic Filing System.
- Proficiency with PACER (or similar software).
- Strong knowledge of Federal, State and Local Rules of Court, the Federal and State Rules of Civil Procedure, the North Carolina General Statutes and North Carolina Administrative Code.
- Notary preferred
