Application Developer Level 3: $97,536 (min) - $ 156,057 (max)

Application Developer Level 4: $112,910 (min) - $180,656 (max)

The Application Developer designs, develops, implements, and supports secure, scalable, and reliable business applications, integrations, and automation solutions that advance N3B's mission and operational objectives. This position collaborates closely with business stakeholders, information technology personnel, cybersecurity teams, and external partners to deliver innovative software solutions utilizing modern Microsoft, cloud, database, and enterprise application technologies.

The Application Developer is responsible for the full software development lifecycle, including requirements analysis, architecture, development, testing, deployment, maintenance, and continuous improvement. The position leverages modern development practices, AI-assisted productivity tools, DevSecOps methodologies, and cloud technologies while adhering to cybersecurity, accessibility, and regulatory requirements.

MAJOR DUTIES & RESPONSIBILITIES:

Application Development and Architecture

* Design, develop, test, deploy, and maintain enterprise applications and services using C#, .NET, ASP.NET Core, Entity Framework Core, and related technologies.

* Design and develop RESTful APIs, web services, and system integrations.

* Participate in solution architecture, technical design reviews, and technology evaluations.

* Create scalable, maintainable, and reusable software components following established design patterns and architectural standards.

* Translate business requirements into technical specifications and software solutions.

Artificial Intelligence and Emerging Technologies

* Utilize approved AI-assisted development tools to enhance software development, testing, troubleshooting, documentation, code analysis, and productivity.

* Evaluate AI-generated code, recommendations, and outputs for accuracy, security, maintainability, and compliance.

* Identify opportunities to responsibly integrate artificial intelligence, machine learning, automation, and intelligent business solutions into organizational processes.

* Stay informed of emerging AI technologies and industry best practices while ensuring compliance with corporate, DOE, and cybersecurity requirements.

Microsoft 365 and Power Platform Solutions

* Design and support Microsoft 365-based solutions utilizing SharePoint Online, Power Apps, Power Automate, Microsoft Dataverse, and Power BI.

* Develop automated workflows, dashboards, reports, and business process solutions that improve organizational efficiency.

* Support Power Platform governance, lifecycle management, security, and application administration.

* Integrate Microsoft 365 solutions with internal and external systems using APIs and connectors.

Cloud and Enterprise Platform Development

* Develop and support cloud-enabled solutions using Microsoft Azure and other approved cloud platforms.

* Utilize Azure services such as App Services, Azure Functions, Logic Apps, Azure SQL, and Microsoft Entra ID where applicable.

* Support hybrid integrations between on-premises and cloud-based systems.

* Assist with cloud modernization initiatives and technology innovation efforts.

Security, Accessibility, and Quality Assurance

* Incorporate secure coding practices throughout the development lifecycle.

* Conduct code reviews, security reviews, and peer reviews.

* Develop and maintain automated unit tests, integration tests, and regression tests.

* Resolve security vulnerabilities and application defects in a timely manner.

DevSecOps and Software Lifecycle Management

* Utilize Azure DevOps, Git, and CI/CD pipelines to support modern software delivery practices.

* Support application release management, change management, and deployment activities.

* Maintain technical documentation, configuration records, and operational procedures.

Collaboration and Customer Engagement

* Collaborate with business stakeholders to gather requirements, define solutions, and deliver business value.

* Communicate effectively with technical and non-technical audiences.

* Participate in technical briefings, project meetings, and customer engagements.

* Provide technical guidance and knowledge sharing within project teams.

Compliance and Cybersecurity

* Adhere to company cybersecurity policies, DOE directives, NIST frameworks, and regulatory requirements.

* Support audits, assessments, risk management activities, and compliance initiatives.

* Coordinate with cybersecurity personnel to ensure applications meet security requirements.

* Protect confidential, sensitive, and personally identifiable information (PII).

Safety, Security, and Quality

* Protect the confidentiality, integrity, and availability of information systems and data.

* Maintain required safety, security, and operational training.

* Ensure procedural and regulatory compliance.

* Make safety, security, and quality integral to every task performed.

* Exercise stop-work authority when conditions are unsafe or when security, quality, or compliance could be compromised.

* Performs related duties as assigned.

EDUCATION & EXPERIENCE:

The career level of the position will be determined by the years of relevant experience, knowledge, skills, and abilities; after a candidate has been chosen.

Level 3: Bachelor's degree in Computer Science, Software Engineering, Information Systems, or a related technical discipline, or a closely related field. and at least five (5) years of relevant experience.

Level 4: Bachelor's degree in Computer Science, Software Engineering, Information Systems, or a related technical discipline, or a closely related field. and at least nine (9) years of relevant experience.

PREFERRED QUALIFICATIONS:

* Experience working within the Department of Energy community or other government setting

* Experience developing cloud-native or cloud-hosted applications in Microsoft Azure.

* Experience with SharePoint Online administration and development.

* Experience implementing DevSecOps and CI/CD best practices.

* Experience with Microsoft Power Platform governance and enterprise deployment.

* Experience with React, Angular, or modern front-end frameworks.

* Familiarity with containerization technologies such as Docker and Kubernetes.

* AWS Cloud Practitioner, Microsoft Azure Fundamentals, Azure Developer Associate, CompTIA Project+, CompTIA A+, Security+, or ITIL Foundations certifications.

* Active DOE Q Clearance or the ability to obtain and maintain one.

KNOWLEDGE, SKILL, & ABILITY:

* Extensive knowledge of DOE Order 426.2; and other guidance for training and qualifications records especially those impacting nuclear facilities and activities.

* Working knowledge of AI-assisted development tools, such as GitHub Copilot, Microsoft Copilot, ChatGPT Enterprise, or similar technologies, and their professional applications.

* Skill in developing effective prompts and applying responsible AI practices.

* Ability to evaluate AI-generated software artifacts for security, accuracy, maintainability, and compliance.

* Working knowledge of AI governance, ethical principles, and data protection requirements.

* Working knowledge of machine learning, generative AI, automation technologies, or intelligent document processing preferred.

* Excellent communication skills to effectively convey thoughts clearly and concisely, both verbally and in writing to diverse audiences.

* Effective interpersonal skills with ability to work/interact effectively and amicably with people from diverse backgrounds and cultures and with diverse personal attributes.

* Ability to train and mentor junior staff to higher levels of performance.

* Level of language skills, mathematical skills, communication skills, reasoning ability and computer skills necessary to perform essential functions of the job.
