Job Announcement

Since 1977, the Fairfax County Department of Transportation (FCDOT) has served the Fairfax County community by enhancing mobility, safety, and the quality of life of residents, businesses, and visitors through planning, coordinating, funding, implementing, and sustaining a multimodal transportation system.

FCDOT is seeking a motivated, highly qualified, and public service-oriented professional to join the Active Transportation, Capital Projects, and Traffic Engineering Division (ACTD). This position is responsible for all aspects of project management and coordination of complex multimodal transportation projects. Working with neighborhoods and board offices throughout the county, such as Reston, Tysons and along Richmond Highway, this position will continue developing the multimodal transportation network that is critical to the vitality of Fairfax County. In a dynamic and quickly evolving environment, this position will provide a challenging and rewarding experience for an individual invested in achieving the county's ambitious multimodal transportation goals.

Responsibilities include:

  • Prepares and reviews capital project feasibility studies, project scopes, cost estimates and schematic functional layouts to advance transportation improvement projects. This includes intersection, roadway, and multimodal projects such as pedestrian, bicycle, transit, and parking facilities.
  • Manages and reviews consultant transportation studies and designs and providing essential information for project decision-makers.
  • Coordinates project-specific plans and studies as well as special transportation program activities within FCDOT and other county departments, state, and federal agencies, consultants, elected officials, and citizens with the ability to resolve project issues.
  • Prepares, oversees, and monitors program and project schedules, and manages consultant contracts from scoping to completion.
  • Prepares technical reports, correspondence, board items, status reports, meeting summaries, and other written materials as needed to describe the results of technical evaluations, analyses, and reviews performed; presenting to community groups, senior-level leadership, and elected officials.
  • Performs traffic safety analyses, reviewing, and analyzing accident data.
  • Conducts site visits and attending field and local community meetings to discuss projects and ensure they align with applicable standards.
  • Supports other agency divisions as needed to advance the mission of FCDOT.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field; plus four years of professional experience in civil engineering, urban, regional or transportation planning, or a closely related field.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • Education and five or more years of experience in two or more of the following areas: transportation planning for roadway and multimodal projects, traffic engineering, and/or transportation design.
  • Experience developing multimodal transportation projects and analyzing alternatives.
  • Experience preparing/reviewing capital project designs and transportation studies.
  • Strong project management experience and skills with a high degree of competence in both technical and administrative aspects; ability to organize and coordinate multiple projects and assignments and establish priorities.
  • Experience completing or reviewing transportation and traffic analyses.
  • Experience coordinating with local, state, and federal government entities, boards, commissions, authorities and transportation agencies
  • Ability to establish and maintain effective working relationships with government officials and the general public.
  • Experience preparing and presenting to community groups, senior-level leadership, and/or elected officials.
  • Ability to analyze transportation and policy issues at local, state, or federal level.
  • Ability to identify work-flow issues and develop solutions.
  • Experience using transportation related software programs such as Highway Capacity Software (HCS), SYNCHRO/SIMTraffic, VISSIM, or other.
  • Experience using ArcGIS.
  • Understanding of the American Disabilities Act (ADA) requirements for transportation projects.
  • Strong analytical, verbal and writing skills.
  • Professional license/certification in engineering, planning, or architecture.
  • Project Management Professional (PMP) certification.

PHYSICAL REQUIREMENTS:
Ability to input, access, and retrieve information from a computer. Field work, must be able to operate a motor vehicle. Work is generally sedentary. However, employee may be required to do some walking, standing, bending and carrying of items under five pounds in weight. Visual acuity to review detailed drawings, plans and documents. All duties performed with or without reasonable accommodations.
