The Bay Area Air Quality Management District (Air District) is a regional government agency, committed to achieving clean air to protect the public's health and the environment. The Air District accomplishes this goal through regulation of industrial facilities and various outreach and incentive programs designed to encourage clean air choices.
The Air District's jurisdiction encompasses all of seven counties - Alameda, Contra Costa, Marin, San Francisco, San Mateo, Santa Clara and Napa, and portions of two others - southwestern Solano and southern Sonoma.

The Air District established the Community Investments Office (CIO) to design and administer programs that invest penalty-generated and related funds back into communities most impacted by air pollution. The CIO implements the Board-adopted Community Benefits Penalty Funds Policy, which governs how enforcement penalties are allocated between the Air District's General Fund and dedicated community benefits funds. These include Local Community Benefits Funds tied to specific incidents or facilities and a Regional Community Benefits Fund that supports multi-community and region-wide investments in air quality and public health. CIO staff work with community members, local governments, community-based organizations, and other partners to design and implement projects that reduce emissions, mitigate exposure, strengthen community resilience, and build local capacity in communities that have been overburdened by air pollution. The Air District is currently conducting an open recruitment for a full-time Technician in the Community Investments Office. This position will provide essential administrative and program support that helps move funding efficiently, transparently, and accountably from enforcement actions to community-driven projects. This is an open recruitment for one (1) full-time, limited-term contract employee (LTCE) for up to two years. Under close supervision, performs routine administrative, technical support, and customer service work in support of assigned functional areas, including budget, finance, procurement, organizational development, human resources, diversity, equity and inclusion, general administration, and specialized division-specific programs.
This is a Limited Term Contract Employee (LTCE) Position. LTCE positions are funded by grants or other designated funds which are not part of the District's ongoing general fund budget. LTCE positions are subject to individual employment contracts and are limited to the duration of their funding source. Regular employees have the right to apply for an LTCE position. However, LTCE positions are not subject to the terms of the Employee Association MOU, and LTCE employees serve on an at-will basis.
About You in the Position
As a Technician, you will provide critical administrative and program support to help the office design, launch, and implement community-focused funding programs. You will help keep CIO's work organized and moving forward by:
- Maintaining and organizing program records and files, including electronic repositories and document management systems.
- Receiving, logging, and processing program applications and related documents.
- Processing grants financial management and invoicing.
- Supporting coordination of meetings and engagements with community partners, advisory bodies, and internal staff.
- Tracking information and preparing materials that help the team deliver funding to communities in a timely, transparent, and accountable way.
This role is a good fit for someone who is highly organized, detail-oriented, and comfortable working with both data and people. You enjoy managing documents and information systems, juggling multiple priorities, and supporting multi-stakeholder projects in a fast-paced, mission-driven environment.
Definition
Under general supervision, the Technician performs a variety of administrative and program support work in the Community Investments Office. Typical assignments include assisting with the administration and coordination of CIO programs; supporting document and records management; processing applications and other program documents; maintaining databases and tracking systems; and assisting with workshops, meetings, and audits.
DISTINGUISHING CHARACTERISTICS Technician is the entry-level administrative and technical support classification. Under close supervision, incumbents perform routine support assignments within an established procedural framework while learning Air District policies, procedures, and the operations of an assigned functional or program area. As knowledge and experience are gained, assignments are performed with greater independence within established guidelines. This class is distinguished from Analyst I/II in that the latter performs professional-level analytical work requiring greater subject matter knowledge, independent judgment, and responsibility for program and project assignments. SUPERVISION RECEIVED AND/OR EXERCISED Supervision is provided by a supervisor or manager. No supervision is exercised over others.

Minimum Qualifications

EDUCATION AND EXPERIENCE: The items listed below are the minimum requirements for this classification. Associate's degree and one year of administrative, technical, or program support experience. Any equivalent combination of education and experience that provides the necessary qualifications to successfully perform the duties of the position will be considered. Some positions may require more specialized education, training and experience. LICENSES AND CERTIFICATIONS: Some positions in this classification may require possession of a valid California driver's license or ability to obtain one.
KNOWLEDGE & SKILLS The minimum knowledge and skills needed to perform the essential duties of the classification. Knowledge of: Administrative support, records management, document control, and basic program support processes. Basic research, data collection, and reporting methods. Applicable Air District policies and procedures and relevant local, state, and federal laws and regulations related to assigned work. Standard office software, database systems, and business applications relevant to assigned work. Skills in: Performing accurate data entry, records maintenance, data management, and routine reporting. Reviewing information for completeness, accuracy, and compliance with established procedures. Gathering, compiling, and summarizing data and basic research findings. Preparing clear and concise reports, correspondence, presentations, and other written materials. Providing effective customer service and communicating clearly with internal and external stakeholders. Demonstrating attention to detail, initiative, and sound independent judgment within established guidelines. PHYSICAL DEMANDS/WORKING CONDITIONS Some positions in this classification may require the following:
- Prolonged periods of sitting, with occasional walking or standing for extended durations.
- View computer screens and type for prolonged periods of time.
- Occasionally lift or move up to 50 pounds, with assistance.
Working conditions:
- Work is primarily performed in a typical office environment, with occasional travel to district offices, field sites, and other locations.
- May attend and present at public events, workshops, and other meetings.
- Occasional work may be required on evenings, weekends, and holidays.

Selection Criteria
