A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or Preferred Skills 1.Advanced Data Analysis & Workflow Automation: Advanced proficiency in Microsoft Excel and experience using data analysis, reporting, and automation tools to manage large datasets, audit financial information, and streamline repetitive administrative processes. 2.Financial Management & Budget Operations: Hands-on experience with NYC Financial Management System (FMS) or similar public-sector financial platforms, including tracking expenditures, navigating budget structures, developing budget modifications, and supporting reconciliation processes. 3.Municipal Budgeting & Public Fund Accounting: Working knowledge of public-sector budgeting and fund accounting, including the administration of expenditures across multiple funding sources and the fiscal requirements associated with federally funded programs. 4.Supervision & Process Management: Experience directly supervising staff, structuring analytical and administrative workflows, reviewing work for accuracy, and developing standard operating procedures (SOPs) and other process improvements. 5.Federal Grant Management & Compliance: Experience managing the administrative and compliance requirements of federally funded programs, including expenditure tracking, time-accounting, grant-funded staffing, reporting, and reconciliation. 6.Interagency & Stakeholder Coordination: Demonstrated ability to coordinate complex programs and compliance requirements with external agencies, regional planning organizations, and other institutional partners. 7.Communication & Stakeholder Management: Strong written, verbal, and interpersonal communication skills, with the ability to build productive working relationships, coordinate across organizational boundaries, communicate complex technical and regulatory requirements clearly, and tailor presentations and briefing materials to different audiences, including senior leadership and external partners. 55a Program This position is also open to qualified persons with a disability who are eligible for the 55-a Program.
