Job Summary




Under general direction, plans and performs as primary technical program liaison between Arrowhead's operations in Los Alamitos, CA and Nanjing, China. Supports in all aspects of related activity including but not limited to engineering design, manufacturing improvements, quality/RCCA support, supply chain support, qualification testing, proposal development, and customer interface. Ensures conformance to project requirements, standard processes, and contractual commitments. Leads or supports, when directed, on special projects such as engineering R&D, production transfers, and supply localization activities.




Essential Duties and Responsibilities





  • Performs as primary technical liaison between Arrowhead Products China (APC) and Arrowhead Products (AP).
  • Serves as project coordinator with members of customer service, manufacturing engineering, production control, purchasing, manufacturing and quality assurance in the production of first article hardware and the qualification and production of those items.
  • Provides all necessary coordination to establish scope and schedule of the program and drives progress to achieve program milestones and objectives.
  • Adjudicates all technical and program requirements to meet contractual requirements. Provides technical clarifications and exceptions to customer requirements, as applicable. Develops and reviews designs and manages technical and program risks.
  • Facilitates and oversees activities for product upgrades, modifications, and qualification.
  • Supports in the preparation, modification, and release of proposals, BOMs, drawings, specifications, procedures, reports, SDRL items and other supporting documentation and instructions.
  • Performs troubleshooting, as necessary, and maintain required liaison with other company departments to support assigned projects. Provides engineering support to planning generation, tool design, quality assurance, engineering laboratories and manufacturing.
  • Participates in project review and planning meetings. Conceives ideas for new project applications to improve productivity, reduce costs, and benefit the overall development and production workflow.
  • In an appropriate manner, conducts all required customer liaison during course of planning and performance of projects. When requested, attends customer workshops, and provides on-site liaison support at APC. May direct customer or prospective customer contact regarding proposals and/or customer relations activities as necessary. Although the home base for engineering activities will be at the Los Alamitos, CA facility, must be willing and able to travel within the US and to other countries for extended periods of time and support regular telecons with APC.
  • Investigates and facilitates resolution for product issues, production constraints, and field failures.
  • Contacts/visits vendors and subcontractors, as required, to support assigned projects. Initiates and provides these companies with all necessary technical documentation.
  • Submits all required reports, recommendations and/or technical papers related to assigned projects.
  • Assumes responsibility for maintaining costs within established budget for assigned projects. Refers needs for budget adjustments or major program risks to leadership.
  • Performs various other duties such as investigating and recommending new equipment, tooling or materials to produce or test products; prepares correspondence relating to assigned projects; furnishes engineering support to the Material Review Board; reviews discrepancies with Quality Assurance; maintains an awareness of the latest developments within his/her field and reports accordingly.

Education and Experience (must meet one of the criteria's below)





  • Bachelor's degree from a four-year college or university and two years related experience.

  • Fluent in English and Mandarin.
  • Must have firm understanding of aerospace engineering fundamentals.
  • Must have a working knowledge of fundamental design methodologies and material properties of metals, as well as understanding of metal forming and fabrication processes.
  • High pressure pneumatic (metal) duct system experience strongly preferred.
  • Low pressure pneumatic (composite) duct system and insulation system experience strongly preferred.
  • Must be able to solve problems proactively, make independent decisions and have good time management skills.
  • Must be customer service oriented (internal and external).
  • Requires strong leadership ability.
  • Must be a cooperative team player.
  • Requires superior organizational skills and detailed accuracy.
  • Frequent use and application of technical standards, principles, theories, concepts, and techniques.
  • Plan daily activities to ensure multiple projects or requirements are met.
  • Must have excellent communication skills both written and oral.
