Spectra Tech has an immediate need for a remote Senior Contract Administrator.

Position Overview
The organization is seeking a highly capable and motivated Senior Contract Administrator to support sourcing, evaluation, price reasonableness determinations, negotiation, subcontract administration, and closeout activities. This role will also contribute to developing new suppliers and enhancing project success by reducing risks and liabilities associated with supplier sourcing, pricing, evaluation, negotiation, performance, and delivery of equipment, materials, services, or construction.
The ideal candidate demonstrates professionalism, flexibility, strong communication skills, and an ability to collaborate effectively with suppliers, consultants, management, and internal stakeholders. The Senior Contract Administrator will work closely with supply chain teams, project personnel, and various support functions to coordinate contract review and provide negotiation support when needed.

Responsibilities
*Initiate and manage complex subcontracts from pre-award through post-award, emphasizing performance, change control, quality, cost, and schedule.
*Collaborate with internal requestors to clearly define procurement requirements and determine appropriate sourcing strategies.
*Select appropriate terms and conditions and contract vehicles based on procurement needs.
*Review and refine Statements of Work to ensure clarity, accuracy, and alignment with supplier capabilities.
*Lead sourcing and solicitation activities, including RFPs, RFQs, and EOIs.
*Conduct cost and price analysis, and prepare procurement summaries and basis-of-award documentation.
*Perform market research to identify potential suppliers and develop qualified, competitive supplier bases through strategic partnerships.
*Support broader supply chain strategies and manage a portfolio of subcontracts consistent with workload and project demands.
*Lead strategic sourcing efforts for first-of-a-kind (FOAK) engineered equipment and capital procurements.
*Build and maintain a sustainable strategic supplier base aligned with program objectives.
*Negotiate favorable pricing, terms, schedule, and delivery commitments.
*Issue subcontracts, purchase orders, and change orders; monitor, expedite, and ensure timely delivery.
*Ensure compliance with prime contract requirements, applicable regulations, and organizational policies.
*Identify and mitigate risks associated with FOAK designs, including supply chain constraints, technical uncertainties, and intellectual property considerations.
*Drive cost efficiency while maintaining quality and technical performance; support continuous improvement of procurement processes.
*Verify receipt of items, resolve discrepancies, and review/approve invoices to support timely payment.
*Maintain complete and accurate subcontract files and records; prepare reports and metrics for management.
*Manage formal change processes and resolve subcontract interpretation issues, technical changes, and schedule considerations in coordination with technical representatives.
*Notify management promptly of any supplier or internal performance risks.
*Complete subcontract closeouts in a timely manner.
*Perform additional procurement and contracting duties as required.

Key Qualifications and Skills
Required
*Bachelor's degree in Business, Supply Chain Management, or a related discipline.
*10+ years of experience in Procurement or Subcontract Management.
*Experience executing subcontracts compliant with FAR and/or 2 CFR 200 Procurement Standards.
*Experience with flexibly priced subcontracts.
*Strong understanding of federal cost principles.
*Experience handling export-controlled information.
*Ability to perform duties independently with minimal supervision.
*Capability to manage a substantial workload in a fast-paced environment.
*Highly organized with strong follow-through; ability to collaborate across diverse teams.
*Skilled negotiator and clear communicator with the ability to build trust internally and externally.
*High integrity, respectful communication style, and commitment to teamwork.
*Experience using ERP systems to support procurement and contract administration.

Preferred
*Experience in regulated industries or technically complex procurement environments.
*Technical or subject-matter background (experience-based accepted).
*Experience with engineered equipment, component procurements, design/build/delivery contracts, or construction under quality assurance requirements.
*Demonstrated success implementing interface and procurement strategies.
*Proficiency in Excel, Word, and PowerPoint.
