Department Public Business Development (PUBD) - The Business Development team drives Pact's mission forward by leading the pursuit and capture of new funding from U.S. government, foundation, corporate, and institutional funders. The team leads across all parts of the fundraising cycle, from early opportunity identification, teaming strategy, and positioning, through proposal design, technical writing, and pricing. BD staff lead the proposal process end-to-end, while partnering closely with technical practice leads, country teams, and finance to build competitive, compliant bids. Ideal candidates stay organized and effective under proposal deadlines, adapt quickly when requirements or priorities, and bring a collaborative, collegial spirit to cross-team work. Position Overview The Business Development Manager is responsible for identifying, leading, and securing new funding from a variety of sources, including US Government, bilateral agencies, multilateral agencies, foundations, and corporations to achieve or surpass new business and fundraising goals. While the Business Development Manager works across all funder types, significant experience successfully leading proposals and bids for USG opportunities - including full-cycle capture, positioning, and submission - is strongly preferred. The Business Development Manager brings expert understanding of clients/donors, industry trends, country contexts, and competitive landscapes to advise on new business pursuits. In collaboration with the Business Development team, the Business Development Manager works closely with overseas staff, consultants, Regional Directors, Country Directors, and technical experts, as well as DC-based technical leaders to develop and execute Pact's business development strategy across all funder types. They lead the preparation and management of proposals, including contracts, global projects, and co-creation and contribute to research and trends analysis of donor funding. With expert knowledge to align Pact's new business and fundraising goals with diverse funder priorities, the Business Development Manager provides overall leadership to proposal teams, while also ensuring quality assurance and compliance of proposal submissions. Some international travel is possible; length of travel will range from 1-3 weeks at a time. The position reports to the Public Business Development Sr. Director. Key Responsibilities
Lead efforts to grow and diversify Pact's funding across funder types, working in close collaboration with technical and program implementation staff to create, execute, and realize new business and fundraising goals.

The salary for this position is determined based on a wide variety of factors including but not limited to an individuals skill sets, experience, training, certifications, education, as well as business needs and internal equity. At Pact, employees are typically not hired at the top of the range for their role and compensation decisions are made based on the aforementioned circumstances. A reasonable estimate of the current range is $70,000-$110,000 This is a hybrid role requiring two in-office days per week. Strong preference will be given to candidates based in the Washington, DC area. Candidates outside the DC area may be considered if they reside in one of the following states where Pact is registered to employ staff: CO, DC, ID, MA, MD, MI, NV, and VA. | |||||
