Department Overview

RASC counsels members of the University as they transition into retirement and provides long-term pension and retirement health benefits support.

Position Summary
The Vendor and HR Relations Manager serves as a key member of the Retirement Administration Service Center (RASC) Business Execution leadership team. This position is responsible for overseeing critical business operations that support the organization's financial stewardship, vendor partnerships, procurement activities, workforce administration, and executive reporting. The incumbent provides leadership for multiple operational functions including budget review and analysis, vendor billing and financial reconciliation, business area financial reporting, contract administration, procurement support, vendor performance management, and human resources liaison activities. This position serves as the primary operational interface between RASC leadership and numerous internal UCOP departments including Human Resources, Procurement, Finance, Budget, Legal, and Shared Services, while also managing relationships with external vendors and consultants. The position exercises significant independent judgment, develops operational strategies, recommends process improvements, ensures regulatory compliance, and provides executive-level analysis supporting organizational decision making. This position supervises two to three professional staff members and is responsible for establishing priorities, developing staff, managing performance, and ensuring delivery of high-quality operational services. Please note this is a hybrid position located in Oakland, CA.

Key Responsibilities

25% Budget Review, Financial Analysis & Business Reporting. Leads business area budget planning, forecasting, monitoring, and financial analysis. Develops monthly, quarterly, and annual financial reports for RASC leadership. Monitors expenditures against approved budgets and identifies financial risks and opportunities. Performs trend analysis and develops recommendations supporting executive decision making. Partners with Finance and Budget offices regarding budget allocations, forecasting, and fiscal planning. Develops executive dashboards and financial performance reports. Supports annual budget planning activities. Provides financial modeling for strategic initiatives and organizational projects. Ensures fiscal accountability and compliance with UC financial policies.

20% Vendor Management, Billing & Reconciliation. Oversees operational management of multiple strategic vendor relationships. Reviews vendor invoices for contractual accuracy and completeness. Ensures timely invoice processing and payment approvals. Performs monthly reconciliation of vendor billings against contractual obligations and deliverables. Resolves billing discrepancies with vendors and internal financial partners. Monitors vendor spending against approved budgets. Tracks vendor utilization and contract expenditures. Develops reporting related to vendor performance and financial activity. Maintains documentation supporting financial audits and compliance reviews.

20% Procurement, Contract Administration & Negotiation. Leads procurement efforts supporting operational and strategic initiatives. Serves as business lead for Requests for Proposals (RFPs), Statements of Work (SOWs), and contract development. Coordinates procurement activities with UC Procurement, Legal, Risk Management, and Finance. Negotiates contract business terms with vendors while ensuring compliance with University policies. Supports contract renewals, amendments, and competitive procurement activities. Evaluates vendor proposals and develops business recommendations. Ensures contract deliverables, milestones, and service level agreements are clearly defined and monitored. Provides strategic guidance regarding procurement planning and vendor engagement.

15% Vendor Performance & Relationship Management. Establishes vendor governance processes and performance review standards. Monitors vendor compliance with contractual obligations and service level agreements. Conducts regular vendor performance reviews and business meetings. Develops corrective action plans when vendor performance falls below expectations. Builds collaborative partnerships with vendors to improve operational effectiveness. Serves as primary escalation point for vendor-related operational issues. Develops performance scorecards and executive summaries.

10% Human Resources Liaison & Workforce Administration. Serves as the primary liaison between RASC leadership and UCOP Human Resources. Coordinates recruitment activities including position development, classification requests, recruitment planning, onboarding, and workforce transitions. Supports organizational design and workforce planning initiatives. Coordinates employee relations matters with Human Resources. Provides guidance regarding HR policies, procedures, and organizational processes. Supports performance management activities, position control, and staffing requests. Assists leadership with organizational change initiatives.

10% Leadership, Staff Supervision & Operational Excellence. Supervises two to three professional staff members. Establishes performance expectations and accountability measures. Conducts performance evaluations and coaching. Provides mentoring and professional development opportunities. Develops operational procedures and continuous improvement initiatives. Leads cross-functional projects. Represents Business Execution on organizational committees and strategic initiatives. Performs other related duties as assigned.

Experience
Required Qualifications

Minimum 10 years of progressively responsible management, leadership, or operational experience in business operations, finance, procurement, vendor management, human resources, or related administrative functions.

Education
Required Qualifications

Bachelor's degree in Business Administration, Public Administration, Finance, Human Resources, Organizational Leadership, or a related discipline; or an equivalent combination of education and experience.

Preferred Qualifications

Master's degree in Business Administration (MBA), Public Administration (MPA), Human Resources, Finance, or related field.
