*Salary Range: $83,803 - $116,576

PURPOSE:

Provides professional-level analytical and planning leadership for facilities operations, capital improvement initiatives, General Plant Projects (GPP), space utilization, infrastructure performance evaluation, and compliance reporting for Department of Energy (DOE) and corporate properties. Develops, maintains, and evaluates performance metrics and data integrity standards; analyzes facilities and asset data (including DOE Facilities Information Management System (FIMS) data); and prepares reports and data-driven analysis to support operational efficiency, transparency, accountability, capital planning, regulatory compliance, and informed management decision-making within the Facilities and Transportation Department (FTD).



Responsibilities

Facilities Planning Support:

    Supports short- and long-range facilities planning activities, including development of capital improvement documentation, General Plant Project (GPP) planning packages, deferred maintenance analyses, and lifecycle replacement forecasts. Develops and documents prioritization methodologies and planning assumptions used in capital forecasting and deferred maintenance modeling.
  • Compiles, analyzes, and evaluates facilities condition, asset, utilization, and operational data to assist in infrastructure prioritization and capital investment planning. Supports preparation of project justifications, cost estimates, scope summaries, and supporting analytical documentation for capital and GPP submissions.
  • Reviews and evaluates FIMS asset data to support capital planning documentation, asset condition validation, deferred maintenance forecasting, and infrastructure prioritization. Ensures alignment between internal facilities records and DOE reporting data.
  • Prepares analytical materials and supporting documentation for annual planning cycles, capital budget submissions, infrastructure assessments, and GPP tracking activities. Presents findings and analytical summaries for management review and consideration.
  • Periodically reconciles planning data across systems (CMMS, FIMS, etc.) to ensure alignment and traceability of capital planning inputs.

Facilities Metrics and Reporting:

  • Develops, maintains, and analyzes standardized facilities-related performance metrics, including deferred maintenance trends, asset condition data, capital project tracking metrics, GPP status indicators, energy and water consumption, and maintenance performance measures derived from internal systems and DOE FIMS. Documents calculation methodologies, data sources, and reporting assumptions to ensure consistency and repeatability.
  • Prepares recurring and ad hoc reports, dashboards, and presentations for DOE and ORAU leadership to support contract performance requirements, capital planning reviews, GPP oversight discussions, and operational assessments.
  • Ensures accuracy, consistency, and integrity of reported data. Evaluates facilities and FIMS data to identify emerging infrastructure risks, deferred maintenance impacts, capital planning gaps, operational vulnerabilities, and performance trends. Implements data validation and quality assurance processes to strengthen the reliability of reported information.
  • Reviews FIMS data for accuracy, completeness, and consistency with supporting documentation and internal asset records to support reliable reporting and compliance submissions.
  • Utilizes advanced data analytics tools and approved AI-enabled analytical applications to assist in identifying trends, anomalies, forecasting patterns, cost correlations, and performance risks related to infrastructure and capital investments.
  • Conducts periodic reviews of key performance indicators (KPI's) to ensure continued alignment with DOE requirements, contract performance measures, and organizational priorities.

Infrastructure Performance Analysis:

  • Analyzes facilities and utility system performance data to support operational improvement efforts and capital planning decisions. Reviews reliability indicators, downtime summaries, maintenance costs, asset age profiles, and condition assessment results to identify risks and inform lifecycle investment strategies.
  • Supports evaluation of capital renewal priorities, deferred maintenance strategies, and GPP candidates through data-driven analysis of condition indices, cost history, risk factors, life-cycle cost analysis, and operational impact. Conducts scenario modeling to evaluate funding alternatives, risk exposure, and long-term infrastructure impacts under varying budget conditions.
  • Utilizes data analytics platforms and AI-assisted modeling tools, where appropriate and approved, to enhance trend analysis, predictive forecasting, and infrastructure performance evaluations supporting long-range capital planning.
  • Translates analytical findings into clear summaries and recommendations for management review.

Facilities Space Planning and Project Forecasting:

  • Conducts space utilization analyses to assess occupancy trends, departmental requirements, facility capacity constraints, and infrastructure impacts on capital and renovation planning.
  • Supports development of space allocation plans and assists with planning for moves, reconfigurations, renovation projects, and facility modifications.
  • Develops project forecasts related to space modifications and infrastructure improvements by analyzing historical utilization data, projected staffing changes, program growth assumptions, and asset lifecycle projections.
  • Provides analytical input to assist management in prioritizing capital and space-related projects within operational and budget constraints. Supports the FTD Director in presenting space utilization findings and planning analyses to internal stakeholders to justify projects and inform funding considerations.

Compliance and Advisory Support:

  • Assists in analytical preparation of facilities-related documentation and supporting data required for audits, assessments, and compliance reviews.
  • Serves as a facilities data subject matter resource during internal and external reviews involving asset inventory accuracy, capital justification documentation, and deferred maintenance reporting.
  • Reviews and evaluates FIMS data elements to support DOE reporting requirements, capital investment documentation, deferred maintenance validation, and asset inventory accuracy.
  • Applies working knowledge of DOE facilities directives, GPP guidance, federal sustainability requirements, capital planning standards, and lifecycle asset management principles to ensure documentation aligns with established compliance expectations.
  • Prepares performance summaries, metric reports, capital planning analyses, and risk assessments to support contract performance reporting (including Performance Evaluation Measurement Plan (PEMP) inputs) and federal oversight requirements.
  • Monitors facilities-related operational and reporting data to identify potential compliance concerns or emerging infrastructure issues and communicates findings through established supervisory channels.

Data Management and Cross-Functional Coordination:

  • Develops and maintains documented data governance processes related to facilities planning, asset management, and capital reporting. Includes data traceability standards to ensure that planning decisions are supported by documented analytical evidence.
  • Maintains facilities planning, capital planning, and GPP tracking data within approved systems and databases, including computerized maintenance management systems (CMMS) and DOE FIMS. Performs periodic internal data quality reviews to ensure consistency between FIMS, CMMS, and internal planning databases.
  • Utilizes facilities databases, advanced spreadsheet tools, approved data analytics platforms, and AI-enabled analytical tools to extract, validate, analyze, and model facilities for planning and reporting purposes.
  • Collaborates with FTD staff, internal departments, and program stakeholders to obtain and validate information required for capital forecasting, GPP documentation, compliance reporting, and infrastructure planning activities.
  • Ensures consistency, traceability, and reliability of data used in facilities planning, capital investment analysis, and performance tracking.


Qualifications

Bachelor's degree and 6 - 9 years of job-related experience. An equivalent combination of education and experience performing duties as described may be substituted for the minimum requirements.

  • Experience in facilities planning, infrastructure performance analysis, capital forecasting, asset management, or related analytical functions.
  • Experience working within a federal or similarly regulated environment is preferred.
  • Working knowledge of DOE facilities directives, federal sustainability and energy management requirements, capital planning guidance, GPP thresholds and documentation standards, and the DOE Facilities Information Management System (FIMS) sufficient to analyze asset data, validate entries, and support reporting requirements.
  • Skill in analyzing quantitative and qualitative data related to infrastructure conditions, capital investments, and operational performance; identifying trends; and developing recommendations based on established policies and planning frameworks.
  • Proficiency in computerized maintenance management systems (CMMS), facilities databases, advanced spreadsheet applications, data analytics platforms, and approved AI-enabled analytical tools sufficient to perform modeling, forecasting, anomaly detection, and capital planning analysis.
  • Ability to prepare clear, well-organized written reports, dashboards, capital planning documentation, and presentations for technical and non-technical stakeholders.
  • Ability to work independently within established policies and capital planning guidance, exercising sound professional judgment in evaluating facilities data and recommending improvements.

*The candidate's starting salary will be determined upon hire and ORAU will use salary survey data, internal comparators, and the candidate's qualifications to determine salary.
