About the Department
North Carolina State University's College of Veterinary Medicine ( CVM) is a dynamic community dedicated to developing veterinarians and veterinary scientists through advancing animal and human health from cellular through ecosystem levels. With the graduation of its first class in 1985, the CVM is one of the younger veterinary programs in the country. Despite its relative youth, the College has gained international recognition on the strength of its teaching, research, engagement, and patient care efforts and is ranked 3rd amount the nation's 28 college of veterinary medicine in the most recent U.S. News & World Report survey. Located on 180 acres near downtown Raleigh, the College encompasses 20 buildings on the main Centennial Biomedical Campus. In addition to the four-year Doctor of Veterinary Medicine degree, the College offers Masters and Doctoral degrees. Faculty and student work across disciples, employing cutting edge technologies in both basic and applied research in human and veterinary medicine.

The CVM Business Office provides the fiscal management for the College, as well responsible for Personnel and Programmatic analysis planning and reporting. It is the responsibility of the Business Office to maintain the accuracy and integrity of the fiscal operations of the College. The Business Office's goals are to optimize the use of the University's financial resources and ensure that all State, Federal, University and College rules, regulations, policies and procedures are strictly adhered to. This includes budget control, cash and gift receipting, travel reimbursement, expenditure approval, auditing, and asset management. The Business Office also is responsible for all aspects of the payroll/personnel function.

Essential Job Duties
The Budget and Accounting position provides financial and budgetary support to departments within the College of Veterinary Medicine. Reporting to the Assistant Dean of Finance and Business, this role is an important part of the business office team and supports a range of accounting, budgeting, reporting, and auditing activities that help ensure the effective management of university resources.
In this role, you will work with a variety of funding sources, including state, federal, F&A, receipts, trusts, contracts and grants, gifts, and foundation funds. You will process journal entries, prepare financial reports, review revenue, expenses, and payroll transactions, and develop ad hoc reports to support financial analysis and decision-making.
This position offers the opportunity to expand your knowledge across multiple areas of university financial operations while applying your skills in financial analysis, reporting, reconciliation, and compliance. Success in this role requires strong attention to detail, sound financial judgment, and the ability to interpret and apply university, college, state, federal, and UNC System policies and procedures.
Key Responsibilities

Payroll & Position Control Management


  • Monitor and process monthly and biweekly salary redistributions for the College of Veterinary Medicine, including temporary, graduate, and employee appointments.
  • Review complex salary distribution worksheets and analyze funding changes across multiple sources while ensuring accuracy and compliance with fiscal and federal deadlines.
  • Partner with the CVM Grants Office and Departmental Accountants to process release time, 90-day retroactive requests, and other salary-related transactions.
  • Monitor labor encumbrances and projected salary commitments to identify and address potential funding deficits.
  • Provide guidance on funding strategies for new hires, reappointments, salary changes, and legislative increases.
  • Apply university finance and HR systems, policies, and funding requirements to process transactions and advise departments.
  • Manage payroll workflows in alignment with university calendars and support year-end processing, including back-to-base transactions, fiscal year cleanup, payroll suspense accounts, and leave payouts.
  • Ensure salary actions comply with sponsor guidelines, Uniform Guidance, and institutional effort reporting requirements.



Budget Analysis & Financial Planning


  • Conduct budget analysis across state appropriations, F&A receipts, trust funds, contracts and grants, gifts, and foundation funds.
  • Monitor fund balances and financial trends to identify potential deficits, surpluses, and areas requiring attention.
  • Prepare budget projections and forecasts to support financial planning and decision-making.
  • Assist with course and teaching budgets and support departments in developing spending plans.
  • Analyze historical spending patterns and provide recommendations to support effective fiscal management.
  • Complete quarterly budget-to-actual reconciliations and provide variance analysis to leadership.
  • Support fiscal year-end closeout activities and develop financial dashboards and reporting tools to support data-driven decisions.


Accounts Receivable


  • Complete monthly, quarterly, and annual billing activities using the university's Express Billing system.
  • Monitor outstanding receivables and aging reports and follow up on past-due accounts to support timely collection.
  • Record and reconcile incoming payments, ensuring accurate posting to appropriate fund sources and project phases.
  • Collaborate with the University Controller's Office on delinquent accounts and applicable write-off procedures.
  • Maintain documentation supporting receivable balances and compliance with university policies.
  • Assist Accounts Payable with reimbursement and payment requests.


Departmental Support & Compliance


  • Ensure financial activities comply with State spending guidelines, Uniform Guidance, Contracts and Grants requirements, and foundation policies.
  • Develop and maintain standard operating procedures and desk manuals to support consistent financial practices.
  • Provide training and proactive financial guidance to CVM units.
  • Maintain collaborative relationships with CVM units and central university offices to support effective financial operations.

Qualifications






Minimum Education and Experience
A bachelor's degree in Accounting, Finance, Business Administration, or a related field
Other Required Qualifications

  • Bachelor's degree in Accounting, Finance, Business Administration, or a related field.
  • Understanding of budget development, monitoring, financial analysis, and reporting.
  • Proficiency in accounts receivable, cash management, account reconciliation, and financial problem-solving.
  • Knowledge of accounting principles, financial regulations, and financial systems, with proficiency in advanced Excel and financial systems.
  • Strong attention to detail, organizational and time management skills, and effective written and verbal communication, customer service, and stakeholder relationship management skills.


Preferred Qualifications

  • Background in budgeting, financial management, or accounts receivable in a University setting.
  • Proficiency with financial reporting, reconciliations, and account analysis.
  • Familiarity with higher education, government, or public-sector environments.
  • Proficiency using enterprise financial systems, such as PeopleSoft.
