Program Analyst IV - NASA Program Planning & Control (CPSS PP&C II)

ARES is seeking a Senior Program Analyst to support the Consolidated Program Support Services Program Planning & Control (CPSS PP&C) contract at NASA's Marshall Space Flight Center (MSFC) in Huntsville, Alabama. This position supports NASA's Science and Technology Office (STO) by providing program planning, project controls, scheduling, Earned Value Management (EVM), and program integration across a diverse portfolio of science, technology development, and spaceflight projects. The successful candidate will work directly with NASA program and project managers, supporting efforts from concept development through project closeout.

Responsibilities:

The selected candidate will provide programmatic leadership and project control support across multiple NASA programs and initiatives, including:

  • Provide program planning and control (PP&C) integration support throughout the project lifecycle.
  • Support project planning, execution, monitoring, and closeout activities.
  • Develop andmaintainproject management documentation including Work Breakdown Structures (WBS), WBS Dictionaries, schedules, cost estimates, and management plans.
  • Support Integrated Baseline Reviews (IBRs), including planning, analysis, documentation, and tracking corrective actions.
  • Perform project performance assessments and support management decision-making through analysis and reporting.
  • Prepare executive briefings, technical reports, presentations, and management status products.
  • Support strategic planning activities and organizational initiatives.
  • Coordinate with project managers, engineers, technical teams, and stakeholders across NASA Centers.
  • Support project risk management activities andidentifyopportunities to improve project execution.
  • Evaluate project documentation, technical reports, and performance metrics toidentifyemerging issues and recommend solutions.
  • Assist with Program Planning, Budget, and Execution (PPBE) activities.
  • Support weekly and monthly program reviews and management reporting.
  • Participate in technical interchange meetings and support special studies asrequired.
  • Support Earned Value Management implementation, performance analysis, forecasting, and contractor oversight.
  • Develop andmaintainintegrated project schedules and conduct schedule health assessments, critical path analysis, and schedule risk assessments.

Required Qualifications:

  • Bachelor's degree in Engineering, Business, Project Management, Mathematics, Computer Science, Physical Science, or a related technical discipline.
  • Minimum5 yearsof professional experience supporting program management, project controls, scheduling, Earned Value Management, cost analysis, or related disciplines.
  • Experience using Microsoft Office applications including Excel, PowerPoint, and Word.
  • Strong analytical, organizational, and communication skills.
  • Ability to work effectively in a collaborative team environment supporting NASA customers.

Desired Qualifications:

  • 15 or more yearsof relevant experience supporting complex aerospace, defense, or government programs.
  • Experience supporting NASA programs or other federal agencies.
  • Knowledge of NASA Program and Project Management processes.
