City Administrator
Salary Range: $150,000.00 To $175,000.00 Annually
Job Summary: Under the general direction of the Mayor and City Council, the City Administrator plans, directs, coordinates, and oversees the day-to-day operations and administration of the City. The City Administrator provides executive leadership to all municipal departments and services, implements City Council policies and priorities, oversees the preparation and administration of the City's annual budget, manages municipal operations, and ensures the efficient, effective, and responsive delivery of public services while promoting fiscal responsibility, organizational excellence, and exceptional customer service.
Essential Job Functions
- Provides executive leadership and administrative direction for the day-to-day operations of the City in accordance with policies established by the City Council and in compliance with all applicable federal, state, and local laws, ordinances, regulations, and policies.
- Directs, evaluates, and continuously improves the efficiency and effectiveness of municipal operations, service delivery methods, organizational processes, internal controls, and reporting systems. Identifies opportunities for operational improvements and implements strategies to enhance organizational performance.
- Serves as the City's primary administrative representative in interactions with residents, businesses, governmental agencies, community organizations, and elected officials. Responds to inquiries and concerns, resolves complex and sensitive issues, and fosters positive working relationships through effective communication and collaboration.
- Provides strategic leadership in the development and implementation of City-wide goals, objectives, policies, programs, and priorities. Ensures organizational resources, staffing, and operational activities are aligned with the City Council's strategic direction.
- Directs the preparation, administration, and monitoring of the City's annual operating and capital budgets. Oversees long-range financial planning, revenue and expenditure forecasting, resource allocation, budget implementation, and expenditure controls to ensure sound fiscal stewardship.
- Monitors emerging trends, legislation, best practices, and innovations in municipal government and public administration and recommends policy or operational changes that enhance organizational effectiveness and service delivery.
- Serves as the principal advisor to the Mayor and City Council on operational, financial, policy, and strategic matters. Keeps the City Council informed through regular written reports, presentations, and ongoing communication regarding City operations, projects, and emerging issues.
- Directs and oversees administrative research, policy analysis, and organizational studies. Reviews legislation, legal decisions, regulatory changes, and technical reports to evaluate their impact on City operations and develops recommendations for Council consideration.
- Leads the development of long-range strategic plans, capital improvement initiatives, and organizational priorities to address current and future community needs while supporting the City's mission, vision, and long-term objectives.
- Directs, supervises, and evaluates department directors and key management personnel; promotes professional development, accountability, and organizational excellence throughout the workforce.
- Oversees the negotiation, administration, and performance of major contracts, interlocal agreements, grants, and professional service agreements in accordance with applicable laws and City policies.
- Coordinates emergency management activities and provides executive leadership during emergencies and disaster response operations in accordance with established plans and City policy.
- Represents the City before local, regional, state, and federal agencies, professional organizations, and community groups to advance the City's interests and strengthen intergovernmental relationships.
- Performs other duties as assigned by the Mayor and City Council consistent with the responsibilities of the City Administrator.
