Housing Choice Voucher Associate POSITION DESCRIPTION Title: Housing Choice Voucher Associate Position Summary The Housing Choice Voucher (HCV) Associate administers eligibility, recertification, and participant case management functions for the Housing Choice Voucher Program in accordance with HUD regulations (24 CFR Part 982), the Authority's Administrative Plan, and applicable federal and state law. The position is responsible for processing admissions, annual and interim reexaminations, portability actions, and participant move activity while ensuring regulatory compliance, accurate documentation, and protection of confidential information. Qualifications and Knowledge
If the position requires travel between Authority locations or partner agencies, a valid Texas driver's license and insurable driving record may be required. Attend required training to learn the program and acquire necessary certifications. Supervision Given and Received The employee receives instructions from the Deputy Executive Director as assigned. Normally, the employee plans and carries out routine work activities with minimal supervision and independently resolves problems that arise. Complex or unusual matters are referred to the supervisor. The employee's work is reviewed regularly for quality control purposes, compliance with policies and procedures, and attainment of objectives. The employee has no supervisory responsibilities. Guidelines The employee performs routine duties by following established HUD and Authority policies and procedures. These guidelines cover most job-related situations and the employee may use independent judgment in making decisions within established parameters and area of expertise. If guidelines do not cover a situation, the employee normally consults the supervisor. Guidelines are generally specific and clear. Complexity The position involves applying detailed federal regulations to varying individual circumstances. Tasks require analysis of income documentation, verification methods, eligibility criteria, and regulatory compliance. Decisions must be documented and supported by established policy. Difficulty may be experienced in the process of performing housekeeping inspections. Scope and Effect The employee's work directly affects participant eligibility, housing stability, regulatory compliance, and public funding integrity. Accurate performance impacts HUD audit results, SEMAP performance indicators, and participant due process rights. Personal Contacts Contacts include participants, landlords, co-workers, community agencies, and occasionally legal representatives. Communications involve explaining program rules, gathering information, and addressing sensitive eligibility matters. The purpose of such contacts is to provide information, guidance, and assistance in maintaining dwellings that are decent, safe, sanitary, and affordable.
