Salary Grade: T28

Salary Range: $103,000-$115,000

Position Summary:
Senior staff leader responsible for the College's business affairs, grants, procurements, post award administration, human resources, and physical facilities. This person is the Chief Financial Officer for the school and directs daily operations and leads the planning, analysis, reporting, policy development and continuous, strategic improvement for finance, budgets and accounting, facilities and operations.

Responsibilities include: advising the Dean and senior staff for the School on all financial matters related to day-to-day operations; with detailed oversight of developing, implementing, maintaining and ensuring compliance with financial policies and procedures; establishing budget projections and financial strategic planning and documentation for the Provost's Office; advising and providing strategic guidance and recommendations for the Dean and senior staff on resource allocation; and presenting quarterly budget reports. The Assistant Dean will oversee the budgets and carry-over funds as well as the development funds and scholarship activity. Acts in a management capacity to directly supervise one finance direct report in fiscal operations, planning and budget, and operations. Shared responsibility with Associate Dean of Research for research procurements and post grant management. Serves as the Schools' liaison to central administrative departments including the Provost, Budget Office, General Accounting, purchasing and others in the execution of this role.

Required Education and Experience:
* Bachelor's degree in accounting and at least five years of recent accounting experience, including financial reporting.
* Experience making presentations to various size groups.
* Demonstrated supervisory/leadership experience.
* Experience building collaborative partnerships.
* An equivalent combination of education and experience may be considered.

Required Skills and Abilities:
* Strong attention to detail.
* Demonstrated computer skills, and proficiency with MS Office Suite software programs (MS Word, MS Excel, MS PowerPoint, MS Outlook). Familiarity with software applications with the proven ability to quickly learn and utilize new applications.
* Excellent oral and written communication skills along with the ability to effectively interact with a diverse group of individuals.
* Demonstrated interpersonal and collaborative skills, with the ability to work well with all levels of University personnel. Actively contribute to the development and leadership of finance personnel as a subject matter expert.
* Ability to present financial materials to the TUSP executive team and or University Administration.
* Demonstrated ability to maintain a high level of confidentiality and handle challenging situations with emotional intelligence and high degree of awareness of impact.
* Demonstrated ability to conduct needs analyses and assessments and to make appropriate recommendations.

Preferred Skills and Abilities:
* Experience in managing the finances of a school or college.
* Experience in an academic institution

Essential Duties:
* Provides consultation to the Dean and senior staff as well as develops relationships with various stakeholders in the University to benefit TUSP.
* Oversees the activities and outcomes of financial reporting deliverables and tasks.
* Advanced financial management, administration, and guidance
* Budget development, forecasting, financial planning, and analysis.
* Lead and take responsibility for preparation, submission and compliance of all budgets, including budget development, forecasting, financial planning and analysis, and the development and implementation of management and financial systems and controls to, monitor expenditures.
* Prepares and delivers monthly budget status reports to management.
* Prepare budget status reports and advise the Dean of favorable and unfavorable variances. Discuss this information with the Provost's Office and Budget Office as needed.
* Prepare multi-year budget status and fund balance reports for the Dean and senior staff to illustrate potential budget issues in the coming years and help identify encumbrances made against carry over accounts
* Evaluates revenue-enhancing and/or cost reduction initiatives.
* Oversees the school's business affairs.
* Advise dean and other leaders on how enrollment changes will affect the schools' budgets and provide guidance and fiscally sound options and recommendations to ensure responsible spending.
* Oversight of the Physical facilities
* Management of payroll, purchasing and accounts payable operations.
* Management of the School's grant portfolio from pre-award to post-award
* Over-sight of the School's endowment funds
* Processing of Capital Expenditure Requests.
* Human resource management within TUSP
* Actively engage in the management and administrative issues surrounding new faculty and/or staff and post-doctoral hires.
* Actively participates in the planning, implementation, and management of school programs and special projects.
* Provides effective administrative/financial monitoring of all programs to ensure they meet their stated goals.
* Responsible for management of the timely and accurate placement of all orders and renewals.
* Oversees and reviews all proposals and contracts to ensure associated activities adhere to both departmental and University policies relative to financial commitments and personnel requirements.
* Approves policies, establishes and acts on strategic objectives for own area; makes significant contribution to and recommendations for school and organization strategies.
* Internal contacts are varied across the University and cover all organization levels.
* Solves highly complex issues with cross-functional or budget unit impact.
* Decisions are made through interpretation of policies and procedures; has oversight of all decisions made in functional area.
* Supervisory responsibilities include directing, teaching, training and use of competency, productivity and performance standards, selection of candidates, making termination recommendations, performance management, and reviewing performance for staff in department.
* Evaluation of various AACP and other surveys and completion of special projects.
* Performs other duties as assigned
