Posting Summary
Rutgers, The State University of New Jersey is seeking a Assistant Director, Spvr (Administration and Compliance) for the School of Environmental and Biological Sciences. This position provides administrative, financial, and operational leadership for the Rutgers Lindley G. Cook Youth Center for Outdoor Education (4-H Camp) and supports compliance, fiscal management, and risk oversight for the statewide Rutgers 4-H program. Reporting to the Senior Associate Dean of Finance & Administration, and in coordination with the Department 4-H Chair and Director of Extension, the role ensures adherence to university, departmental, and regulatory requirements. Based at The Lindley G. Cook Youth Center for Outdoor Education (4-H Camp) in Branchville, NJ, this position plays a critical role in the successful delivery of residential summer camp and seasonal retreat programs. The role emphasizes proactive problem-solving, direction of facilities and operations, and comprehensive compliance oversight to ensure a safe, functional, and welcoming environment for campers, guests, staff, and volunteers.
Among the key duties of the position are the following:

  • Prepares, oversees, and implements the annual Rutgers LG Cook 4-H Camp budget.
  • Coordinates expenditure disbursements with the SEBS Business Office.
  • Ensures compliance with procurement, payment, signatory, donor gift, and time management policies.
  • Ensures compliance with environmental protection and food safety requirements works closely with the Senior Program Coordinator and onsite camp personnel to support compliant and effective operations.
  • Maintains required documentation and reporting.
  • Provides oversight in the preparation of the annual operational budget and end-of-year budget report for review by the 4-H Camp Advisory Committee (a volunteer advisory committee) and approval of the Department Chair, Director of Extension, and the Sr. Associate Dean of Finance and Administration.
  • Provides oversight of the development and implementation of the strategic plan for Rutgers 4-H Camp.
  • Provides fiscal compliance guidance to statewide 4-H programs; monitors budget activity and supports procurement and payment processes.
  • Serves as a liaison to the SEBS Business Office.
  • Assists with Employer Identification Number (EIN)-related reporting requirements in coordination with the Rutgers Tax Director's Office.

Qualifications






Minimum Education and Experience

  • Bachelor's degree in business administration, public administration, finance, accounting, higher education administration, nonprofit management, or a related field, or an equivalent combination of education and/or progressively responsible experience.
  • Minimum of five (5) years of experience in administrative, financial, compliance, or operational roles within a complex organization.

Certifications/Licenses
  • A valid driver's license would be required for this position.
Required Knowledge, Skills, and Abilities

  • Knowledge of university or institutional policies and procedures, including procurement, payment processing, contracts, signatory authority, and donor gift administration.
  • Knowledge of budget development, financial monitoring, and fiscal controls.
  • Knowledge of applicable federal, state, and local regulations related to health, safety, risk management, environmental protection, and employee compliance.
  • Knowledge of time management practices, including overtime and compensatory time requirements for regularly appointed staff and seasonal employees.
  • Strong organizational, analytical, and communication skills.
  • Proficiency with standard office software (e.g., Microsoft Office or equivalent), including word processing, spreadsheets, and electronic recordkeeping systems.

Preferred Qualifications

  • Experience working within a public university, Cooperative Extension system, or similar decentralized organizational structure.
  • Familiarity with Rutgers University administrative systems and policies.
  • Experience supporting compliance related to donor-restricted funds, grants, or program funding.
  • Experience working with seasonal or temporary employees and multi-site programs.

Equipment Utilized

  • Standard office equipment, including computers, printers, and telecommunication devices.
  • Office productivity software (e.g., Microsoft Word, Excel, Outlook, and similar applications).
  • Financial, procurement, and time reporting systems used by the university (training provided as needed).

Physical Demands and Work Environment

  • Work is primarily performed in an office environment based at Rutgers LG Cook 4-H Camp with routine use of a computer and other office equipment.
  • Seasonal camp expectation to be available outside normal business hours.
  • Outside seasonal camp schedule, may require occasional evening or weekend work to support program or operational needs.
  • Physical demands are generally limited to standing, walking, sitting, and light lifting consistent with an office and program support environment.

Special Conditions

  • May be required to reside on camp property year-round.
  • Occasional travel to program sites, meetings, or university offices may be required.
