Sigma Defense is seeking a Liaison (LNO) / Administrator to provide full-spectrum Liaison, Programmatic, Administrative, and Analytical support to Capability Program Executive (CPE) - Intelligence and Spectrum Warfare (ISW); U.S. Army Tactical Exploitation of National Capabilities (TENCAP) - onsite Ft. Shafter, HI. This requirement will cover the entire acquisition lifecycle, including emplacement and back-end support at remote locations.

This role supports cradle-to-grave program management activities aligned with the DoW 5000 series, US Army TENCAP technical instructions, CPE-ISW Program Management processes, and Adaptive Acquisition Framework pathways. This position requires close coordination with End-Users / Units, TENCAP Program Manager, Deputy PM, PdMs, Technical Director / Engineer, and cross-functional technical and programmatic teams to ensure timely, accurate, and high-quality execution of program tasks and deliverables.

Requirements

  • Demonstrated knowledge of US Army/DoW policy and guidance.
  • Demonstrated knowledge of the CPE ISW / TENCAP portfolio.
  • Experience collecting data and performing analysis.
  • Configuration management of historical program documentation.
  • Familiarity with key internal and external stakeholders.
  • Experience with designing, implementing, and maintaining secure, reliable communication networks in dynamic, often military or field-based environments.
  • Experienced with integrating existing infrastructures with new tactical network components.
  • Experience with managing network connectivity between various platforms like nautical / ground vehicles, airborne assets, and command centers.
  • Familiarity with selecting appropriate network protocols and technologies for specific mission needs, including data link layers, routing protocols, and encryption mechanisms.
  • Experience with testing methodologies for embedded systems, integration testing, and systems-level testing.
  • Familiarity with utilization of simulation tools to analyze system performance under various scenarios.
  • Experience with hardware interfacing (analog/digital converters, sensors, actuators).
  • Must be able to exchange accurate information with co-workers, management, and customers, which may involve delivering presentations.
  • Must be a U.S. citizen.

Personnel Clearance Level:

  • Candidate must possess or have the ability to obtain an active TS/SCI security clearance or higher.
  • A clearance may be sponsored for the right candidate.

Education Requirements (Must possess one of the following):

  • A High school diploma (or GED) with 20+ years of relevant Radars, Electronic Warfare, EO/IR, SIGINT, Decoys and/or Laser program management or administrative experience.
  • Bachelor's degree from an accredited college or university with 15+ years of relevant Radars, Electronic Warfare, EO/IR, SIGINT, Decoys and/or Laser program management or administrative experience.
  • Master's degree from an accredited college or university with 10+ years of relevant Radars, Electronic Warfare, EO/IR, SIGINT, Decoys, and/or Laser program management or administrative experience.

Essential Job Duties:

  • Interacting with system users to translate their requirements into systems, hardware, and software requirements/design.
  • Participates in the development of test strategies.
  • Interface between the TENCAP PM staff, vendor staff and customer POCs to develop and implement a running schedule of new equipment delivery, large site installations, training events, GO level demonstrations, real world operational needs.
  • Effectively manage a team of people spread across multiple AORs to help implement the schedule.
  • Assist in the development of programmatic and training material to ensure programmatic milestones are being met.
  • Be familiar with the handling and processing of CCI ISO of equipment deliveries and real-world operational needs.
  • Assist in developing solutions to systems engineering challenges based on technology insertion and new product integration.
  • Install (load) the unit specific configurations (configs)/Internet Protocols (IP) which are based on the latest unit System Architecture and the Lightweight Directory Interchange Format (LDIF).

Salary: $170,000 - $185,000 annually.
