Location(s): Austin, TX

Job Summary:
A Texas state government agency is seeking a senior-level PeopleSoft HCM Reporting Functional Consultant to support its statewide ERP program. The consultant will provide advanced functional and reporting expertise for PeopleSoft HCM 9.2 HR/Payroll, supporting over 100 agencies and multiple shared-service environments. The role focuses heavily on report development, reporting strategy, data analysis, testing, compliance, accessibility, and production support.

Key Responsibilities:

  • Provide senior-level consulting and functional support for statewide PeopleSoft HR/Payroll operations.
  • Develop, maintain, and optimize reports using:
    • PeopleSoft Query Manager / Query Viewer
    • BI Publisher (XML Publisher)
    • Complex PS Query joins and expressions
    • SAP Business Objects reporting tools
  • Translate business requirements into technical reporting specifications.
  • Analyze PeopleSoft HCM data structures, effective-dated records, table relationships, and complex reporting logic.
  • Support cross-functional reporting involving:
    • Human Resources
    • Payroll
    • Time & Labor
    • Position Management
    • Recruiting and related modules
  • Design and maintain BI Publisher templates, layouts, and bursting configurations.
  • Perform report performance tuning and optimization for large statewide datasets.
  • Support upgrades, patches, and release activities, including:
    • Impact analysis
    • Report remediation
    • Migration coordination
    • Regression testing
    • Ensure compliance with:
    • Data security requirements
    • Role-based security
    • Privacy standards
    • WCAG 2.1 accessibility requirements
  • Create and maintain technical and functional documentation.
  • Conduct User Acceptance Testing (UAT) and regression testing.
  • Provide Level 2 Service Desk support and issue resolution.
  • Participate in:
    • Major Incident Management (P1/P2 incidents)
    • Disaster Recovery testing
    • Upgrade testing
    • SOC-1 audits
    • User group and steering committee presentations
  • Support fiscal year-end, legislative changes, federal mandates, and integration projects.
  • Perform functional configuration activities utilizing delivered PeopleSoft tools such as:
    • Page and Field Configurator
    • Drop Zones
    • Event Mapping
    • Page Composer

Required Qualifications:

  • 8+ years supporting Texas state government agencies.
  • 8+ years of PeopleSoft HCM 9.2 HR/Payroll reporting experience.
  • Strong knowledge of Texas state policies and business processes.
  • 8+ years developing and supporting HR/Payroll reporting solutions.
  • Extensive experience with:
    • PeopleSoft Query
    • BI Publisher
    • SAP Business Objects
    • Data integration
    • Data quality management
    • SDLC methodologies
  • Experience creating WCAG 2.1 compliant deliverables.
  • Experience designing, executing, and documenting:
    • UAT
    • Regression testing
    • Upgrade and patch validation testing
  • Experience interpreting contractual requirements and managing vendor accountability.
  • Strong understanding of PeopleSoft HCM data structures, effective-dating, and multi-row processing logic.
  • Experience supporting cross-module reporting across HR, Payroll, Time & Labor, and Position Management.
  • 3+ years supporting large-scale CAPPS production and expansion environments serving 100+ agencies and multiple Hub instances.
  • Knowledge of ITIL-based IT Service Management (ITSM) and IT Asset Management (ITAM).
Preferred Qualifications:
  • 4+ years supporting CAPPS fiscal year-end processing involving organizational changes and legislative requirements.
  • 4+ years in customer-facing roles supporting CAPPS expansion initiatives for Central and Hub agencies.

This role is best suited for a senior PeopleSoft HCM functional reporting specialist with extensive Texas state government and CAPPS experience, deep expertise in HR/Payroll reporting, strong understanding of PeopleSoft data architecture, and experience supporting large-scale statewide ERP environments.
