Description

The Nurse Supervisor collaborates closely with the Directors, managers and operators of programs. The nurse supervisor provides clinical and administrative supervision and staffing direction for services provided by RNs and (as applicable) MAs. The supervisor provides support to staff with workflows, supplies, training and ensuring quality and patient safety.

The 16 x Burnside Recovery Center, is a state-of-the-art facility, opened in May of 2025, designed to meet a critical need in our community: providing extended residential treatment for individuals transitioning out of Hooper Detoxification and Stabilization Center.

The Burnside Recovery Center offers 3.7 Level of Care services, focusing on stabilization and support for clients with substance use disorders as their primary diagnosis, along with co-occurring mental health conditions. Our integrated, person-centered care model meets clients and their families where they are, combining therapy, mental health services, medical care, and community-based management into one coordinated pathway to recovery. With expedited access to primary care, outpatient substance use disorder services, and recovery-supportive housing, our holistic approach empowers clients to achieve long-term success.

Schedule: Monday -Friday, 8:00am - 5:00pm (Saturdays and Sundays off!)

Location: 16xBurnside Recovery Center (1616 E. Burnside St. Portland, OR 97214)

Compensation: $101,000 - $142,000, annually.

Final comp will be determined based on relevant experience, education, credentials/licensure, and internal equity.

MINIMUM QUALIFICATIONS



  • Successful completion of a course of accredited study that leads to the AD, or BSN or AA degree in Nursing from OSBN.
  • Current RN license in the State of Oregon.
  • 3 or more years of progressively increasing responsibility in nursing to include one year of lead/charge health care experience.
  • BSN/QMHP preferred.
  • Valid driver's license preferred. If required to drive, must pass a DMV background check, and be designated an "acceptable" driver as outlined in Central City Concern's Fleet Safety Policy. If required to drive, must pass an initial driver's training within 60 days of being an approved driver and continued recertification training.
  • Must meet CCC privileging requirements as required by FTCA.
  • OAR prohibits A&D program staff from having within the previous 3 years a DUI conviction or diversion, a felony conviction, or a conviction under the Uniform Controlled Substances Act.
  • Must have current BLS certification prior to start date.
  • Must generally have the ability to walk, bend, stoop, kneel, squat, twist, reach, pull and lift heavy objects, and climb stairs with reasonable or no accommodation.
  • Ability to adhere to Central City Concern's drug-free workplace which encourages a safe, healthy and productive work environment and strictly complies with the Drug-Free Work Place Act of 1988.An employee shall not, in the workplace, unlawfully manufacture, distribute, dispense, possess or use a controlled substance or alcohol.
  • Must pass a pre-employment drug screen, TB test, and background check. This includes clearance by the DHS Background Check Unit.
  • Must adhere to agency's non-discrimination policies.
  • Ability to effectively interact with co-workers and clients with diverse ethnic backgrounds, religious views, political affiliation, cultural backgrounds, life-styles and sexual orientations, and treat individuals with respect and dignity.
  • Will be required to carry an agency cell phone for work use. Cell phone will be provided by Central City Concern.


ESSENTIAL DUTIES AND RESPONSIBILITIES

Administrative and Clinical Supervision: Regular supervision of nursing staff per regulatory standard, including 90 day, ongoing and annual performance evaluations, and planning and facilitating monthly RN department meetings. Clinical supervision of medical assistants if on job site.

Nurse Operations: Responsible for staffing adequate nurse coverage for teams, coordinating nurse workflows, evaluating nursing productivity, and initiating and engaging in process improvement.

Nursing Practice: Be available as a clinical consult for triage and/or clinical visits at least 50% of the work week. This includes the following:



  • Participate in evaluating clients for risk of harm and initiating immediate care plans where necessary: this will include Directors Custody Holds if trained.
  • Triage and ongoing assessment of clients' physical and behavioral health needs in clinic and community settings, providingappropriate referrals, coordinating with providers for treatment and follow-up (including labs, medications, and assessments), and addressing health concerns while supporting client autonomy
  • Administer treatments and medications
  • Participate in Outreach activities as necessary to job responsibilities and job site.
  • When called upon per program, participate in the rotation of carrying after-hours pager and providing holiday/weekend coverage with other members of team/program.
  • Provide clinical care in any location certified to provide behavioral health and/or primary care at CCC.
  • Documentation of all services rendered including client interactions and service plans via CCC EHR.


Staff Development: Coordinate onboarding and ongoing training as necessary.

Policy Improvement: In partnership with operational leaders, assist in the development and implementation of new protocols and/or planning and implementation for quality improvement as needed to ensure compliance with regulatory bodies and/or improvement on Key Performance Indicators.

Incident Response: Partner with program operators, managers and directors to respond to behavioral and urgent incidents.

Coordination: with team managers to ensure nursing practice aligns with workflows, staffing and regulatory requirements

Customer Service: Respond to clients, internal and external service providers with respect and efficiency.

Other Items:



  • Adhere to all state and federal privacy regulations, including HIPAA and 42 CFR Part 2, and to CCC policies and agreements regarding confidentiality, privacy, and security. Support compliance with all privacy and security requirements pursuant to community partners' and outside providers' patient confidentiality agreements, including privacy and security requirements for EMR access. This includes immediately reporting any breach of protected health information or personal identification information of any person receiving CCC services by CCC or an outside provider to the CCC Compliance Department, as well as to your supervisor or their designee.
  • Attend all mandatory CCC trainings in a timely manner.
  • Perform other duties as assigned.

  • Experience with care for individuals with complex substance use and advanced behavioral health needs using trauma-informed principals.
  • Ability to coordinate and relate effectively and respectfully with all members of the team.
  • Ability to multi-task and remain calm in a busy and stressful environment
  • Demonstrated leadership skills, performance coaching, and clinical guidance.
  • Ability to work independently, prioritize workload, problem-solve, and complete tasks in a timely fashion.
  • Advanced skills in counseling and assessment with individuals and groups including assessing danger to self or others.
  • Ability to maintain composure and work therapeutically with clients who may be verbally & behaviorally escalated and/or intoxicated.
