THE POSITION

The Accountant 3 position with the Department of Human Services offers a chance to support important programs that help communities across the state. DESCRIPTION OF WORK

This position plays a key role in managing financial activities that support important health and human services programs. The work includes guiding financial policies, reviewing federal requirements, and ensuring accurate accounting practices. As an Accountant 3, you will perform the following duties:

  • Financial Oversight: Manage accounting methods, policies, and reports related to federal reimbursement and state-operated facilities
  • Program Compliance: Review federal and state rules to ensure all financial activities meet required standards and regulations
  • Reporting Support: Prepare and maintain financial reports for programs such as HealthChoices and disproportionate share payments
  • Staff Supervision: Lead a team of accountants working on cost analysis, audits, and financial determinations for state facilities
  • System Coordination: Assist with cost apportionment systems and guide program offices on financial procedures and reimbursement requirements
  • Special Projects: Coordinate initiatives involving federal claiming, revenue enhancements, and information technology (IT) needs for the bureau

Work Schedule and Additional Information:

  • Full-time employment, 37.5 hours per week
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as an Accountant 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Three years of progressively responsible professional accounting experience, and graduation from a four-year college or university, including or supplemented by fifteen credits in accounting; or
  • Four years of bookkeeping experience and fifteen college credits in accounting may be substituted for college graduation. A Master's degree in Accounting or a related field may be substituted for one year of general work experience.
