Regional Travel required Position Concept The Career Center Manager provides leadership and oversight for Eckerd's Career Center Operator responsibilities. This position supervises assigned Eckerd staff and works closely with funder staff, co-located managers, required WIOA partners, community partners, vendors, and internal support teams to ensure Career Center operations are coordinated, customer-centered, and aligned with contract requirements. This position also assists with contract negotiations, budget development, business development activities, RFP responses, and grant opportunities as assigned and allowable under applicable funding and contract requirements. Essential Functions Career Center Leadership, Staffing, and Contract Performance
- Lead day-to-day Career Center Operator activities in alignment with contract requirements, approved budgets, funder expectations, and Eckerd policies.
- Supervise, support, and provide direction to assigned Eckerd staff, including Career Center Operations Coordinators and other assigned team members.
- Ensure assigned Eckerd staff are scheduled and deployed appropriately across comprehensive centers, affiliate centers, mobile services, satellite locations, and community access points based on service needs and approved staffing plans.
- Monitor contract deliverables, service expectations, performance indicators, and reporting requirements to support meeting or exceeding contractual performance goals.
Budget, Fiscal, and Administrative Oversight
- Assist with the development of program budgets, budget narratives, staffing plans, and related financial information needed to support contract operations.
- Manage assigned program operations within the approved budget and notify Eckerd leadership of potential budget concerns, staffing impacts, or resource needs.
- Monitor assigned operational costs, including staffing, mileage, supplies, meeting expenses, and other contract-related costs.
Partner Coordination, MOUs/MOAs, and Community Outreach
- Build and maintain effective working relationships with funder staff, required WIOA partners, co-located partners, community-based organizations, education partners, employers, training providers, and other system partners.
- Support the creation, implementation, and maintenance of MOUs, MOAs, partner working agreements, and related partner commitments. Maintain MOU/MOA trackers, partner contact lists, signatory updates, agreement status records, and follow-up items.
- Conduct business development activities and assist in responding to RFP's, grant opportunities, in an effort to grow business in the Region.
- Facilitate partner meetings, Center Managers Meetings, Coffee Connections, co-located partner meetings, required partner trainings, and other approved convenings.
Certification, Continuous Improvement, and Customer Experience
- Work with funder staff to understand and follow established processes for Career Center credentialing and AJCC/One-Stop Certification.
- Manage, advise, and assist with assigned certification-related activities, including documentation collection, partner communication, meeting coordination, action-item tracking, and follow-up.
- Support ongoing efforts to meet and maintain WIOA certification requirements, including baseline requirements, Indicators of Excellence, accessibility, partner coordination, physical environment, customer experience, and Continuous Improvement Plan activities.
Policy Communication, Training, and Compliance Support
- Interpret and communicate applicable federal legislation, state guidance, funder procedures, policy updates, and operational expectations relevant to Career Center Operator activities.
- Support communication of applicable policies, laws, directives, and operational updates, including WIOA/TEGL guidance, OSHA, ADA, CDC, Equal Opportunity expectations, safety requirements, confidentiality, and customer service standards.
Reporting, Quality Review, and Business Development Support
- Prepare and submit monthly and quarterly reports in the format and cadence required by the funder and Eckerd leadership.
- Report on meeting activities, partner participation, training completion, referral coordination themes, customer feedback trends, resource guide updates, Community of Practice activities, continuous improvement progress, facilities coordination items, certification support activities, budget-related updates, and relevant system data.
- Complete Eckerd's monthly internal scorecard and submit it to the Quality Department for review of contract performance, deliverables, trends, barriers, and follow-up needs.
Position Specifications
- Bachelor's Degree (social services, counseling, business), from an accredited College or University required.
- 3+ years relevant work experience required. Past experience working with the targeted population required.
- Must be able to meet requirements for Eckerd's Auto Insurance and be able to drive for business purposes. Travel between assigned Career Center locations, affiliate sites, mobile services, community access points, partner locations, or meetings as needed. Regional travel up to 50% of the time.
- Must have appropriate and valid state driver's license and be able to meet requirements for Eckerd's Auto Insurance and be able to drive for business purposes.
- Required to pass a drug screen in compliance with our Substance Abuse and Drug-Free Workplace policy. Eckerd Connects adheres to California law CA A.B. 2188 regarding employer drug screening, for California residents.
