Solenis is seeking a highly organized and detailoriented Strategic Bid Manager to lead and manage the endtoend bid process for municipal chemical contracts. This role is responsible for coordinating competitive bids, RFPs, RFQs, and renewals across municipal water and wastewater customers while ensuring compliance, accuracy, and profitability.

The Bid Manager will serve as the central point of contact between Sales, Pricing, Technical, Supply Chain, Legal, and Finance to deliver highquality, ontime bid submissions that support Solenis' growth strategy in the municipal market.

Key Responsibilities

Bid & Proposal Management
  • Manage the full lifecycle of municipal bids, RFQs, RFPs, and contract renewals for water and wastewater chemicals.
  • Evaluate bid requirements, specifications, and commercial terms to determine bid viability and risk.
  • Develop bid schedules and ensure all submissions meet municipal deadlines and compliance standards.
  • Prepare complete, accurate, and competitive bid packages, including pricing, technical documentation, and contractual responses.
Pricing & Financial Coordination
  • Partner with Pricing and Finance to develop competitive and profitable pricing models.
  • Analyze historical pricing, volume data, freight, and cost inputs to support bid strategy.
  • Ensure pricing aligns with margin targets and Solenis' commercial objectives.
CrossFunctional Collaboration
  • Coordinate inputs from Sales, Technical Service, Supply Chain, Regulatory, Legal, and Operations.
  • Ensure product specifications, regulatory certifications, and safety documentation meet municipal requirements.
  • Support Sales teams during bid clarifications, negotiations, and award processes.
Contract & Compliance Oversight
  • Ensure bids comply with municipal procurement rules, contract language, and regulatory requirements.
  • Track awarded contracts, pricing structures, escalation clauses, and renewal timelines.
  • Maintain accurate records of all bids, awards, and contract terms in CRM and bidding systems.
Market & Process Improvement
  • Monitor municipal bidding trends, competitor activity, and market conditions.
  • Recommend improvements to bid processes, tools, and templates to enhance efficiency and win rates.
  • Support continuous improvement initiatives within the commercial and municipal teams.

Qualifications & Experience

Required
  • Bachelor's degree in Business, Finance, Engineering, Chemistry, or related field.
  • 3-5+ years of experience managing bids, proposals, or contracts-preferably in municipal, water/wastewater, or industrial chemicals.
  • Strong understanding of municipal procurement processes and public-sector bidding.
  • Proven ability to manage multiple bids simultaneously under tight deadlines.
  • High attention to detail with strong analytical and organizational skills.
  • Proficiency in Excel; experience with CRM and bid management systems preferred.
Preferred
  • Experience in water treatment chemicals (e.g., coagulants, disinfectants, polymers).
  • Familiarity with freight, logistics, and costtoserve considerations.
  • Understanding of regulatory and safety requirements (NSF, AWWA, EPA).
  • Experience working in a matrixed, crossfunctional environment.

The expected compensation range for this position is between $123,690.00 and $181,412.00 plus discretionary bonuses. The exact compensation may vary based on your skills, experience and other factors permitted by law.
