Cybersecurity Project Manager
Position Summary:
Join Life Cycle Engineering in Philadelphia, PA as our newest Cybersecurity Project Manager (PjM) where you will lead your team as well as perform in a technical capacity in support of our Enterprise IT Solutions (EIS) business' NSWCPD Department 10 cybersecurity initiatives.
As a PjM you will provide leadership and drive continued growth within your particular field of work. This role encompasses three broad based expectations around client, business, and employee management. You will lead a group of employees to high levels of productivity, results, and engagement through direct and indirect customer interface to understand project requirements thereby enabling your team's success in achieving deliverables. The PjM leads the technical delivery of key program initiatives ensuring that project requirements, milestones, dependencies, and risks are clearly communicated to all stakeholders; and may facilitate meetings with the customer, stakeholders, and resources to communicate project scope and approach and solicit input for planning. Part of your charter, in addition to maintaining current, will be to prove instrumental in growing new business; and be accountable for the execution of profitable projects and promised deliverables to clients. PjMs may perform, or will provide support for, capture and proposal development as needed.
Contract Requirements:
- Must be a US citizen with the ability to obtain/maintain a DoD Secret security clearance with an active Top Secret preferred.
- Must have a DoD 8140/8570 baseline cybersecurity certification at the level of IAT III or IAM II/III.
- PMP or PMI-ACP preferred
- Working knowledge of DAWIA and FAR standards preferred
Essential Functions and Responsibilities:
Client Management:
- Establish and maintain credibility, respect and confidence with new and potential customers, partners, and the organization by demonstrating in-depth technical knowledge.
- Consistently apply LCE's Business Development process and work with marketing, business development, and contracts participating in the writing, development, and composition of proposals and presentations.
- Serve as client's point of contact for contract, task order, or purchase order execution.
- Provide input to Account Management Team.
- Maintain CRM with project information, positioning information, and contact information.
- Support QARs by scheduling and participating.
- Capture of execution metrics and success stories.
- Develop solutions based on customer's needs.
Business Management:
- Accountable for ensuring deliverables, cost, and performance levels meet client needs and expectations within the context of the contract and LCE goals including appropriate use of LCE business management tools (Costpoint, Deltek, PSR, CRM, etc.)
- Meet or exceed the financial and business objectives of assigned projects (Revenue, DLGR, Fee, OH, employee utilization, budgets, etc.)
- Ensure personal and organizational compliance to company and legal guidelines as specified with particular care given to safe work practices.
Employee Management:
- Clearly communicate the organization's direction, goals, and priorities to employees.
- Participate in the hiring of new team members in accordance with company policy.
- Lead change effectively by building commitment in a collaborative team environment.
- Foster and support the growth of employees through mentoring, consistent recognition, and feedback mechanisms. Address any personnel issues in a timely and empathetic way in adherence to company policy.

Required Education, Skills and Experience:
- Bachelor's degree in a STEM discipline with Masters degree in a STEM discipline preferred
- Knowledge and understanding of NSWCPD Dept 10 cybersecurity initiatives
- Ability to perform all technical duties of a ISSO and/or ISSM
- Full technical experience with RMF life cycle, NIST 800 series
- Prior work performance under the supervision of a Program Manager according to company policies and project specifications
- Full range of project management skills including creating and maintaining technical project plans, project work breakdown structures, resource plans and schedules
- Working knowledge of various IT and business fields (i.e., Cybersecurity, Networking, Software Development, and Service Acquisitions)
- Ability to monitor team and project performance and actively work with customers to mitigate project risks
- Ability to work across various project management methodologies including waterfall, Agile, and Hybrid approaches in DevSecOps environments
- Ability to navigate and participate across multiple customer projects and methodologies per day
- Act as the backup to the Program Manager when he or she is out of the office or needs to support multiple activities
