REQUIRED QUALIFICATIONS / SKILLS

  • Must be flexible in adapting to deadlines, changing schedules, competing priorities, and unpredictable events.
  • Possesses expert knowledge, experience and recognized ability to be considered an industry leader in their technical/professional field.
  • Have a minimum of ten (10) years of experience in U.S. military 4th/5th generation fighter aircraft and a minimum of ten (10) years of experience working with international partners supporting the requirements of allied foreign governments through FMS. These requirements can have overlapping timeframes.
  • Ability to perform the following kinds of functions: initiates, oversees, and/or develops requirements from a project's inception to conclusion for complex to extremely complex programs; provides strategic advice, technical guidance, and expertise to program and project staff; provides detailed analyses, evaluations, and recommendations for improvements, optimization development, and/or maintenance efforts for client-specific or mission critical challenges/issues; consults with client to define needs or problems; oversees studies; and leads surveys to collect and analyze data to provide advice and recommend solutions.
  • Possesses the ability to perform tasks and oversee the efforts of junior, journeyman, and senior contractor personnel within and across multiple technical/professional disciplines.

EDUCATION:

  • Master's or Doctorate Degree in a related field and at least 20 years of experience in the respective technical/professional discipline being performed, 12 years of which must be in the DoD.
  • OR, Bachelor's Degree in a related field and 25 years of experience in the respective technical/professional discipline being performed, 15 years of which must be in the DoD.
  • OR, 30 years of directly related experience with proper certifications as described in the PWS labor category performance requirements, 20 years of which must be in the DoD.

PREFERRED QUALIFICATIONS / SKILLS

  • Apply a full range of acquisition program management philosophy, policies, and procedures, to perform a wide range of acquisition management activities in support of the existing and future F-15 Division aircraft programs.
  • In depth knowledge and experience in developing P&As, developing and executing LOAs, and working with FMS countries to develop executable LORs.
  • General knowledge of partner countries' defense acquisition and financing processes, cultural sensitivities and preferences impacting acquisition business practices and relationships between USG and FMS partners.
  • Have an understanding of current DoD and AF-specific acquisition regulations, guidelines, and processes.
  • Support the acquisition program management of full life cycle requirements, subsystems and equipment.
  • Experience and time in FMS-related positions in meeting the requirements in the following minimum amounts: senior eight (8) years.
  • Working knowledge of the International Traffic in Arms Regulations (ITAR), transportation plan development, and the Defense Transportation System.
  • Understanding of the Congressional Notification and Release in Principle/Release in Specific (RIP/RIS) approval process and support the program office in working through these processes

RESPONSIBILITIES

  • Support complex USG and FMS program management tasks coordinating and managing simultaneous contracts and funding from multiple LOAs.
  • Assist with the development of project cost estimates and have knowledge of the system engineering process and project configuration management requirements.
  • Support translation of international partner requirements into acquisition program requirements and support requirements development for hardware and software including F-15 new aircraft purchases and upgrades to subsystems.
  • Assist in integration, communication, coordination, organizational, and planning expertise to technical and acquisition efforts across multiple USAF and international partner FMS F-15 integration activities.
  • Support F-15 avionics and weapons capabilities; complex weapons integration; aircraft operations and employment; OFP requirements development; aircraft mission and SE; authorized aircraft configurations and capabilities; aircraft subsystems; and systems integration.
  • Provide planning and execution support of the definitization of the FMS UCAs. The effort includes leading an IPT composed of functionals including but not limited to engineers, COs, financial managers, and PMs to conduct technical and pricing evaluations, negotiations and any other required/related projects, to include the determination of fair and reasonableness. Additionally, the definitization effort shall focus on minimizing the time to award a contract while at the same time achieving the best value for the Government.
  • Develop data monitoring strategies for incoming and outgoing data from Contractor in a system that will allow multiple evaluators to easily access records.
  • Perform program control and program integration functions. The Contractor shall manage all program records and shall maintain the database of historical documents for ready retrieval.
  • Assist with the development of documents, such as, but not limited to, Memorandum of Agreements (MOAs), Memorandum of Understandings (MOUs), Statements of Objective (SOOs), PWSs, Statements of Work (SOWs), Requests for Proposal (RFP), Mission Needs Statements, Operational Requirements Documents (ORD), Initial Capabilities Documents (ICD), Capability Development Documents (CDD), Capability Production Documents (CPD), Milestone Documentation, Analysis of Alternatives (AoA), and Rapid Fielding Requirements Documents (RFRD).
  • Support the review of proposals as assigned by the Government. Assist with the following coordination of documentation between functional resources, including but not limited to, financial, management, procurement, engineering, and logistics) and assist with the consolidation of their inputs into common documents, and planning for the accomplishment of various program milestones.
  • Support key acquisition events and reviews as needed, such as: System Requirements Reviews (SRR), Preliminary Design Reviews (PDR), Critical Design Reviews (CDR), Test Readiness Reviews (TRR), Technical Coordination Meetings (TCM), Functional Configuration Audits (FCA), Physical Configuration Audits (PCA), Production Readiness Reviews (PRR), milestone documentation development, and others as applicable.
  • Assist in producing or reviewing products for program office use that include business case analyses, trade-off studies, estimates for program office acquisition and logistics requirements, written requirements documents for planned acquisitions, and acquisition strategies and plans.
  • Provide milestone documentation support for documents defined in DoDI 5000.02 and as tailored by the program office and milestone decision authority. Provide a program assessment for integration of documentation to ensure consistency with program strategy and consistency across all milestone documentation. Provide inputs, draft, coordinate (with the appropriate F-15 Division programs and other Government agencies), adjudicate comments, and produce final versions of coordinated milestone documents and assessments. Develop and collect technical data and inputs for staff summary packages to support coordination and signature of all associated documents for milestone approval.
  • Support the development of contract strategies, Work Breakdown Structures (WBS) and the completion of a program risk assessment to document issues impinging on milestone execution.
  • Provide technical support, plan for, coordinate, and participate in integrated program reviews and conferences, including, but not limited to, executive, readiness, technical, budget, design, weapon system, resource, requirement working groups, supportability, and management reviews. Support program briefings and reports by gathering information, preparing charts, presenting briefings, and providing other support as needed. Support shall include the management of the action item process following each review.
  • The Contractor shall provide FMS expertise for various FMS programs within the F-15 Division that are in varied DoD acquisitions stages to include planning, execution, delivery, sustainment and program closure IAW DoD policies and guidelines.
