The Federal Civilian business unit supports many customers spanning the federal, commercial, and nonprofit space. Our customers include NASA, the General Services Administration, Office of Personnel Management, the Library of Congress, Health & Human Services, and the FDIC. We partner with these agencies to build new capabilities, deliver products, establish data as a strategic asset for informed decision-making, modernize legacy systems, and build the digital service infrastructure necessary to scale their mission impact.

Primary Responsibilities

Program Manager serves as the senior delivery leader for the program, holding overall accountability for contract performance, team coordination, stakeholder relationships, and quality outcomes. With minimal oversight from leadership, you will serve as the primary decision maker for the program and the direct point of contact for federal agency stakeholders. A Program Manager at Ad Hoc leads through context, not control, ensuring every team understands the mission and is empowered to deliver against it. Primary expectations of a Program Manager include:



  • Hold overall accountability for contract delivery, quality, and stakeholder communication across all program workstreams
  • Chair the Management Review Board, allocate resources across delivery teams, and maintain direct COR communication on schedule, risk, and staffing
  • Coordinate across program teams acting as a delivery manager to ensure teams are working in coordination to deliver quality outcomes to the agency
  • Develop and maintain weekly status reports, program management reviews, monthly financial reports, staffing plans, and any additional reporting requested by the customer
  • Manage planned contract revenue, billable utilization, and gross margin achievement
  • Oversee subcontractor partner performance, ensuring all team members are held to the same quality and delivery standards
  • Translate customer vision into program direction, shaping success outcomes and metrics in partnership with federal product owners and agency leadership
  • Serve as a trusted advisor to agency stakeholders, providing strategic guidance on program direction, risk, and delivery priorities
  • Proactively identify and escalate risks with recommended mitigations, maintaining clear escalation paths and ensuring same-day resolution of governance and access issues
  • Manage contractual obligations and ensure all program activities are compliant, on time, and within budget
  • Lead hiring, performance management, timecard reviews, PTO management, and team development for direct reports
  • Partner with practice and growth leaders to identify and drive organic and new growth opportunities across the program


Basic Qualifications



  • 7+ years of relevant program management experience and a Bachelor's degree, or equivalent additional experience in lieu of a degree
  • Must meet federal suitability requirements and pass a background investigation as a condition of employment
  • 4+ years of experience managing technology service delivery projects in a federal contracting environment
  • Demonstrated ability to manage all aspects of program performance including technical, contractual, administrative, and financial responsibilities across multiple concurrent workstreams
  • Strong stakeholder management skills with a proven track record of building and maintaining trusted relationships with federal agency partners
  • Experience managing and coordinating large cross-functional delivery teams in a SAFe or scaled Agile environment
  • Proven ability to achieve CPARS ratings above Satisfactory
  • Strong written and verbal communication skills with the ability to lead through conflict and resolve issues while maintaining delivery momentum
  • Advanced knowledge of planning, programming, budgeting, and resourcing in a federal contract environment
  • PMP certification required or strongly preferred
  • Agile certification required or strongly preferred (SAFe Agilist, PMI-ACP, CSM, or equivalent)


Preferred Qualifications



  • Prior experience managing federal digital services programs or government IT modernization contracts
  • Familiarity with Library of Congress, Copyright Office, or comparable federal agency governance and SDLC processes
  • Experience managing subcontractor relationships within a prime/sub teaming structure
  • ITIL certification or familiarity with ITIL service management frameworks
  • Proven experience managing programs with 50+ FTE across multiple delivery teams
  • Familiarity with CMMI or ISO quality standards and their application in federal program delivery

In support of various state and city equal pay transparency laws, Ad Hoc job descriptions feature the starting range we reasonably expect to pay to candidates who would join our team with little to no need for training on the responsibilities we've outlined above. Actual compensation is influenced by a wide range of factors including but not limited to skill set, level of experience, and responsibility.
