As a Human Services Program Representative 1 with the Department of Human Services, you will help guide key programs that support early learning and child care. DESCRIPTION OF WORK

The Human Services Program Representative 1 plays an essential role in monitoring grantees, supporting compliance, and guiding program operations within Early Learning Resource Centers. The position requires strong analytical skills, clear communication, and the ability to interpret regulations and maintain program quality. In this position, travel can include, but is not limited to, the following counties based upon operational need: Adams, Berks, Bucks, Carbon, Chester, Cumberland, Dauphin, Delaware, Juniata, Lancaster, Lebanon, Lehigh, Monroe, Montgomery, Northampton, Philadelphia, Perry, Schuylkill, and York. As a Human Services Program Representative 1, you will perform the following duties:

  • Compliance Monitoring: Review grantee activities, records, and reports to ensure adherence to state and federal requirements
  • Policy Interpretation: Analyze legislation, participate in policy development, and advise on impacts to child care services
  • Technical Support: Provide guidance to grantees on regulations, procedures, data systems, and operational standards
  • Stakeholder Coordination: Meet with agencies, partners, and program staff to support implementation of policies and systems
  • Program Evaluation: Assess performance measures, create written findings, and track corrective action plans
  • Reporting Activities: Compile reports, prepare presentations, and maintain status updates for programs and regional operations

Work Schedule and Additional Information:

  • Full-time employment, 37.5 hours per week
  • Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch.
  • Frequent travel will be required. Travel expenses will be paid.
  • Home Headquartered: This position is home headquartered. In order to be home headquartered, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:

  • Three years of professional experience developing, implementing, or evaluating a human service program, and a bachelor's degree; or
  • An equivalent combination of experience and training.

  • You must reside in or be willing to relocate to Adams, Berks, Bucks, Carbon, Chester, Cumberland, Dauphin, Delaware, Juniata, Lancaster, Lebanon, Lehigh, Monroe, Montgomery, Northampton, Philadelphia, Perry, Schuylkill, or York County within the first 6 months of employment.
