Under the direction of OMI leadership and in close coordination with HFS, the Assistant Director of Boards and Commissions supports the administrative oversight and operational leadership for HFS Boards and Commissions. This position ensures statutory compliance, governance integrity, operational coordination, and documentation standards and serves as the primary administrative liaison between OMI and the Illinois Department of Healthcare and Family Services. The role is responsible for implementing governance infrastructure, maintaining internal controls, supervising assigned staff, and ensuring that board operations align with applicable state statutes, university policies, and interagency agreements. The Illinois Department of Healthcare and Family Services (HFS) is Illinois' single state Medicaid agency and the state organization responsible for administering Illinois' Medical Assistance and Child Support programs.

DUTIES AND RESPONSIBILITIES

Administrative Oversight & Supervision
  1. Supervise and support OMI Boards & Commissions staff responsible for day-to-day operational coordination.
  2. Ensure administrative processes, documentation standards, and workflows are implemented consistently across all OMI-administered boards.
  3. Oversee and evaluate workload distribution, project timelines, and deliverable completion to drive operational efficiency and maintain compliance standards.
  4. Serve as the internal escalation point for governance-related operational concerns.

Governance & Compliance Management
  1. Ensure adherence to statutory requirements including the Illinois Open Meetings Act, ethics regulations, and applicable University and state policies.
  2. Oversee quorum tracking, term documentation, vacancy monitoring, and record retention processes.
  3. Maintain systems to ensure accurate public posting, documentation integrity, and transparency requirements.
  4. Conduct periodic compliance reviews for each board or commission, ensuring adherence to their individual bylaws and regulations, and implement corrective actions as needed.
  5. Serve as the internal compliance checkpoint for board and commission operations, addressing all compliance concerns related to each governing body. Ensure that findings from compliance reviews are translated into actionable mitigation steps and that corrective processes are initiated promptly.

Interagency Coordination
  1. Collaborate with HFS leadership to support the implementation of established board priorities and administrative requirements.
  2. Facilitate communication between OMI and HFS leadership regarding operational timelines, meeting schedules, documentation requirements, and reporting needs.
  3. Provide administrative briefings or documentation support as requested by OMI or HFS leadership.

Meeting & Operational Execution
  1. Oversee planning and administrative execution of meetings to ensure compliance and procedural integrity.
  2. Review agendas and materials for statutory compliance and documentation standards.
  3. Ensure accurate recording and retention of meeting minutes and official actions. More admin role
  4. Manage SmartsSheets and other tracking systems for board recommendations and related administrative follow up actions, as directed to support HFS and OMI's efforts to maintain comprehensive, accurate project tracking across multiple boards and commissions.

Process Improvement & Risk Mitigation
  1. Identify operational vulnerabilities or governance risks within administrative processes and recommend internal control enhancements.
  2. Develop and maintain standardized procedures, templates, and governance documentation guides.

QUALIFICATIONS
  • Bachelors degree in Public Administration, Public Health, Political Science, Communications or related field.
  • 5+ years of experience in government operations with direct responsibility for regulatory compliance, governance processes, and statutory adherence.
  • Supervisory experience and experience with compliance frameworks
  • Candidates must reside in or within reasonable commuting distance of Springfield, Illinois or Chicago, Illinois, as regular in-person attendance at internal operations meetings, strategic planning sessions, and public-facing board and commission meetings is required. This position may also require occasional evening and/or weekend work to support scheduled meetings and statutory obligations.
  • Willingness to travel statewide on a regular basis is required. 25%

Preferred: Masters Degree

KNOWLEDGE AND EXPERIENCE
  • Experience working with government agencies, particularly state Medicaid programs or managed care organizations.
  • Strong knowledge of compliance requirements, including the Open Meetings Act and ethics standards.
  • Excellent organizational, writing, and communication skills.
  • Ability to manage multiple projects and deadlines in a fast-paced environment.
  • Proficiency in Microsoft Office Suite and Microsoft Teams, Zoom/WebEx, and project tracking software.
  • Proficiency in Smartsheet work management software.


APPOINTMENT INFORMATION
This is a Full Time academic professional position. The expected start date is 5/20/2026. Sponsorship for Work Authorization is not available for this position.

The budgeted salary range for the position is $90,000.00 - 110,000.00. Salary is competitive and commensurate with qualifications and experience, while also considering internal equity.
