Job Description

The position
encompasses a diverse range of responsibilities across program support, earned
value management, budget formulation, budget execution, and comprehensive audit
support. The primary focus is to ensure effective project and financial
oversight, foster robust collaboration among stakeholders, and uphold strict
adherence to regulatory standards.

Program
Support


  • Facilitate the coordination,
    preparation, and submission of critical program documents, including
    Performance Baseline Incentives, Statements of Work, and Annual DOE-HQ
    Reports.
  • Coordinate and manage program
    requests, ensuring accuracy and maintaining an organized electronic filing
    system for efficient information access and compliance.

Earned Value
Management (EVM)


  • Analyze project cost, schedule, and
    performance data to calculate key EVM metrics, such as Cost Performance
    Index (CPI) and Schedule Performance Index (SPI).
  • Prepare and deliver monthly
    subcontractor feedback reports incorporating EVM metrics, variance
    analyses, and high-level project status updates to support informed
    decision-making.

  • Lead and coordinate the preparation
    of budget requests for current and upcoming fiscal years, ensuring
    alignment of financial plans with organizational priorities.
  • Engage with program managers and
    executives to identify funding requirements, resource needs, and strategic
    program objectives.
  • Develop comprehensive budget
    justification packages, including detailed narratives, cost estimates,
    variance explanations, and impact assessments for submission to leadership
    and oversight entities.
  • Participate in key budget
    formulation exercises, such as the President's Budget Request, by crafting
    detailed reports and supporting documentation, including annual
    accomplishments, program impacts, and areas of concern.
  • Gather and format presentation
    materials to effectively communicate budgetary needs, milestones, and
    progress to stakeholders.
  • Maintain detailed records and
    documentation to support accountability and audit readiness.

Budget
Execution


  • Oversee the allocation,
    distribution, and expenditure of financial resources, ensuring strict
    compliance with approved budgets and organizational policies.
  • Monitor actual spending against
    budgeted amounts to identify variances and ensure alignment with financial
    plans.
  • Collaborate with project teams and
    stakeholders to address funding needs, summarize financial performance,
    and recommend actionable solutions for any deviations.
  • Prepare and submit comprehensive
    financial reports, summary analyses, and variance assessments for
    leadership review.
  • Assist in the submission of
    mandatory budget execution drills in line with regulatory or
    organizational requirements.
  • Regularly participate in meetings
    to provide performance insights, address spending discrepancies, and
    propose corrective actions to mitigate financial risks or inefficiencies.

Audit
Support

KPMG Annual
Audit


  • Manage and oversee annual KPMG
    audit requests, ensuring timely submission of accurate and complete
    documentation.
  • Coordinate and prepare detailed
    materials, such as year-over-year program activity updates, Work Breakdown
    Structures (WBS) dictionary, basis of estimates, critical assumptions, and
    walkthrough presentations.
  • Conduct final reviews of requested
    documents to confirm quality, compliance, and alignment with audit
    standards.
  • Serve as the primary liaison
    between the organization and the audit team, ensuring clear communication
    and swift resolution of all inquiries.
  • Develop and maintain a
    comprehensive tracking system to monitor audit request statuses and ensure
    accountability throughout the audit process.
  • Deliver insightful risk assessments
    with a focus on implementing effective tracking measures and mitigating
    potential challenges.

OIG/GAO Audits


  • Prepare and review audit
    deliverables, including responses to inquiries, supporting documentation,
    and detailed process explanations, to ensure compliance with OIG and GAO
    standards.
  • Collaborate with program managers
    to effectively address auditor questions and clarify operations,
    processes, and methodologies.
  • Manage a robust tracking system to
    monitor audit progress, deliverables, and deadlines, ensuring streamlined
    communication and adherence to timelines.
  • Facilitate audit briefings and
    meetings to provide updates, address concerns, and outline corrective
    actions as needed.

Job Requirements

To qualify for this
position, candidate must meet the following requirements:


  • High School Diploma required, B.S. Degree in Business
    or another related field preferred
  • 10+ years of project controls experience for
    commercial or government projects with success managing multiple project
    budgets/baselines greater than $100M
  • Must have design and cost experience such as cost
    estimating, earned value management, scheduling, and government accounting
    system experience
  • Earned Value Management System (EVMS) experience.
  • Cost Variance experience
  • Experience in Primavera P6
  • Must be at an expert level of MS Excel (advanced level
    is preferred), and an intermediate level of MS Access and MS Word.
  • It is preferred the candidate has experience with
    large Department of Energy capital asset projects
  • Per government contracts candidate must be a U.S.
    Citizen.
  • Requires excellent oral and written communication
    skills, ability to work in groups and lead group projects
  • The position demands strong
    organizational, analytical, and communication skills, coupled with
    expertise in financial management, compliance standards, and audit
    coordination. The ability to work collaboratively while possessing a
    proactive approach to problem-solving and a meticulous attention to
    detail.
  • Must be capable of learning and executing
    programming/application development on the InVizion Analyzer software
    program in support of DOE client

Desired
Experience:

  • DOE EM Mission Program experience over 10 years
  • Experience or knowledge in implementing and designing
    Access applications
  • High level of experience or knowledge in implementing
    and designing SQL and Access applications
  • Experience or knowledge developing and designing
    applications using Visual Basic Applications in Excel
  • Experience or knowledge manipulating large amounts of
    data from multiple streams to produce coherent integrated schedules and
    databases
  • Experience in risk management of a DOE capital asset
    project and/or DOE program

This position may require the ability to obtain a government clearance. This position may require reviews and test for absence of any illegal drugs along with a background investigation by the Federal government in order to obtain an access authorization prior to employment, and subsequent reinvestigations may be required.
