Langley Federal Credit Union is currently hiring for a Full Time Fraud Mitigation Manager to work a hybrid schedule from our City Center location in Newport News, VA.

Job Summary:

Leads a high impact team responsible for successfully overseeing, implementing, administering, and ensuring compliance with both the Credit Union's Bank Secrecy Act (BSA), Anti-Money Laundering (AML) and Office of Foreign Assets Control (OFAC) program and Fraud Risk Program. Evaluates, tests, and monitors the Credit Union's compliance with applicable policies, procedures, and rules and regulations. Serves as the Bank Secrecy Act Officer for the credit union.

Essential Functions, Duties, and Responsibilities:



  • Manages all facets of the Credit Union's BSA program: ensures that all policies and procedures are relevant and complete; self-assesses program's success by conducting risk assessments; addresses compliance risk and concerns; maintains compliance with all applicable state and federal laws & regulations; prepares and files SARs and CTRs with appropriate government agencies, when applicable; ensures thorough OFAC monitoring for all applicable transactions and name records within the database; etc.
  • Serves as the primary contact for regulatory agencies and auditors on BSA related issues for examinations and audits. Participates in, and responds to, exam and audit concerns and oversees corrective action of all related compliance deficiencies or violations. Responsible for operational regulatory compliance with the Bank Secrecy Act/Anti-Money Laundering, U.S. Patriot Act, and OFAC.
  • Maximizes direct report's productivity, efficiency, and career potential including directing job assignments, monitoring staff performance, coaching, counseling, training, and alignment with the Langley's vision and values.
  • Establishes and oversees the Credit Union's Know-Your-Customer/Member Identification Program (KYC/MIP) and related Member due diligence and enhanced due diligence processes. Performs ongoing enhanced due diligence monitoring of Member relationships including transactional analysis for Members that pose a higher risk to the Credit Union.
  • Conducts suspicious activity reviews, reconciliation, and reporting for any assigned cases or referrals received from branch staff. These reviews require the use of various tools including Verafin, internet sites, and other applicable resources as they become available.
  • Ensures Management is informed of changes to laws and regulations, as well as compliance activities including an evaluation of its relative risk exposure related to BSA compliance. Prepares various reports for Management and/or Board of Directors.
  • Develops, monitors, analyzes, tracks, and reports on fraud risk strategies for the purpose of fraud detection and prevention, while ensuring an exceptional Member experience, every time.
  • Creates training materials and conducts staff training for identifying red flags to assist with fraud mitigation and prevention.
  • Analyzes physical security needs and requirements; Identify opportunities; Develop procedures and programs specifically designed to address physical security requirements. Implements best practices to ensure optimal security systems and processes.
  • Conducts accurate, thorough, and objective investigation of alleged or of suspected violations of laws, fraud, or failure to comply with regulations or with policies of the credit union; analyze results of investigations and present findings, recommendations, and resolution. Represent the credit union, as a custodian of record in both civil and criminal proceedings.
  • Oversees continual protection of confidential information related to all transactions/information regarding the internal operations of the credit union maintaining strict confidential oversight and releases such information only to authorized personnel.


Qualifications:



  • Bachelor's Degree in criminal justice, business, or related field or equivalent combination of working experience/education required.
  • Bank Secrecy Act compliance certification or ability to achieve within twelve months required.
  • Five years of experience in Bank Secrecy Act compliance within a financial institution preferred.
  • Three years of experience in fraud detection and prevention preferred.
