Job Summary

Under the direction of the CalWORKs Director, the Program Supervisor provides independent leadership in the day to day operations and long range implementation of UC Davis Continuing and Professional Education - Human Services CalWORKs programs and contracts. This role is responsible for overseeing the full delivery of CalWORKs workforce development, training, and organizational development services for participating California counties.

The Program Supervisor manages the development and coordination of CalWORKs specific training, including welfare to work training, employment services training, leadership development, coaching, technical assistance, and program support activities designed to strengthen county CalWORKs practices and outcomes. The supervisor ensures that all services align with CalWORKs goals, state and county requirements, and contract deliverables.

This position supervises staff who coordinate all training logistics, scheduling, and participant support for CalWORKs offerings. The Program Supervisor oversees program processes, training systems, and technology infrastructure to ensure high quality delivery and exceptional customer service. The incumbent will prepare and monitor workflows that ensure all CalWORKs contract deliverables are met on time and according to contract deliverables.

The Program Supervisor cultivates strong partnerships with internal staff, funding agency representatives, county CalWORKs program managers, instructors, and advisory groups to support ongoing training needs, encourage innovation, and maintain program excellence.
This role leads the development and ongoing refinement of project management systems for CalWORKs initiatives, oversees annual and long range training delivery plans, and ensures compliance with all reporting and documentation requirements.

The incumbent carries primary responsibility for the delivery and visibility of the CalWORKs program. As a core part of UC Davis CPE's human services training portfolio, the CalWORKs program provides essential workforce development services to support counties in achieving CalWORKs outcomes and improving services for families across the region.

Qualifications

Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position

  • Required to hold a valid California driver's license, have a driving record that is in accordance with local policies/procedures, and/or enroll in the California Employer Pull Notice Program
  • Bachelor's degree in related area and/or equivalent experience/training
  • Experience managing large projects of high complexity, including strategic planning input, outreach, development of client and partner relationships, budgeting, quality control, and training. Ability to assist in the identification, development, and delivery of new project opportunities.
  • Supervisory experience to recruit, mentor, train and coach staff to create a positive and productive work environment.
  • Experience organizing and implementing in-person and virtual workshops, meetings and conferences.
  • Experience with project management systems. Technical skills to oversee development and maintenance of project management applications (such as Airtable) and learning management systems.
  • Experience working effectively with clients to meet project goals/objectives and experience or skill to conduct needs assessments to determine potential deliverable offerings that meet with client needs. Oral, written and interpersonal skills to facilitate meetings, and develop and maintain relationships with funders and clients, including public relations skills to maintain the highest level of customer service and communicate professionally, verbally, in writing and before groups.
  • Demonstrated analytical skills to identify issues, compare data and develop goals or plans for resolution and implementation.
  • Ability to understand, interpret and apply Federal/State/University rules, regulations, policies and procedures governing business and accounting activities. Knowledge of general accounting principles to develop course and program budgets, monitor course costs and analyze financial reports.

Preferred Qualifications

  • Experience managing and monitoring project deliverables, budgets and contract expenditures.
  • Experience managing marketing and outreach projects, including the development of marketing and client communication materials.
  • Experience using Zoom for virtual meetings and training delivery.
  • Knowledge of automated financial systems and business process systems, including Destiny One, Aggie Enterprise, and Airtable.
  • Ability to make public presentations that represent the department in a professional manner.
