Location: Oak Harbor, Washington - Naval Air Station Whidbey Island

Type: Non-Exempt

Work Schedule: Full-time, Day Shift

Compensation: $45.31 - $45.31 per hour

Tessera is seeking an experienced and detail-oriented Quality Control, Reliability, and Safety (QCRS) Technician for Primary Grounds & Janitorial operations. The QCRS Technician is responsible for executing the site's Quality Control, Reliability, and Safety plans through direct field engagement, process improvement, and collaboration with cross-functional teams. This role ensures safe, reliable, and high-quality infrastructure and operations that meet or exceed contract requirements.

Typical duties include but are not limited to:

  • Authorities - QCRS Technicians primarily report to the QC Manager (QCM) for QC and Reliability and also reports to the Safety Manager to ensure full safety requirements execution. Primary work focus is conducting services (grounds and janitorial), workorder, project, and asset inspections including QC, reliability, and safety aspects.

  • Grounds and Janitorial - Perform and document daily inspection results utilizing the inspection program, iPAD, and/or forms, as applicable. Inspection types primarily focus on Grounds, Floor Care, Pest Control, and Janitorial but will also include Facilities, IQ, Utilities and others.

  • Locations and Travel - The QCRS Tech will be home sited at NAS Whidbey and perform inspections at this location for about 60% of the time. The QCRS Tech will perform inspections at Naval Station Everett, remote, and Naval Reserve Centers (NRC) about 40% of the time. The QCRS Tech will complete quarterly assessments for remote sites - current sites include: Bayview ID, Helena MT, Portland OR, Spokane WA, Sioux Falls SD, and Minneapolis, MN.

  • Remote Site Facility Assessments - For remote sites, the QCRS Tech will assess workorder, IQ Project, asset and system quality in accordance with QCR procedures. Additionally, the QCRS Tech will ensure assets are properly tagged and digitized. The QCRS Tech will work with subcontractor and Tessera Techs to ensure optimal PMs and best practices are in place.

  • Process Improvement - Partner with Quality Control and Safety leadership to analyze quality and safety trends, customer feedback, and inspection results; support corrective action development, ISO audits, document control activities, and training initiatives to prevent recurrence and improve overall site performance.

  • QCR Program Execution - Completes service, workorder (maintenance), and project (repair and construction) inspections as defined in the contract and leveraging mobility - including grading, shop/client collaboration, and follow-up actions. Assess asset reliability (quality over time) and identify needed improvements such as PM changes.

  • IQ Project Inspections - QCRS Technicians will follow the PWS processes defined in the contract including trade-based inspections, daily reports, subcontractor inspections, and other aspects.

  • Safety Compliance - QCRS Technicians will inspect safety compliance including asset/system precautions, in-house maintenance work and subcontractor work. Safety inspections will normally be integrated with the overall inspection process.

  • Reliability Program - Able to perform root cause analysis. Participates in asset criticality, Reliability Centered Maintenance, and PM optimization events. Supports shop-led Defect Elimination program.

  • Asset condition monitoring (ACM)- Leverages ACM capabilities such as infrared, acoustic, and vibration to both directly assess asset reliability (quality over time) and facilitate use with key shop technicians. Identifies key asset improvements through inspections, defect elimination, and continuous improvement processes. Provided training opportunities to obtain level 1 qualification for the infrared, acoustic and vibration tools.

  • Able to read and understand design, sketches, and maintenance/construction standards.

  • Perform and document daily inspection results utilizing the inspection program and/or forms, as applicable. Ensure all contract requirements are met.

  • Solicit customer surveys during inspection on predetermined buildings and/or randomly selected completed work orders.

  • Establish and maintain excellent relationships in any interactions with customers, employees, and management while performing duties.

  • Working through the QCM, Monitor and identify problematic trends with the customer satisfaction and customer complaints, initiate corrective action plans as required. Utilize solution-based problem solving.

  • Assists the Quality Manager in developing a wide variety of employee skills in order to deliver efficient, effective, and thorough quality control reports.

  • Maintain professionalism in both appearance and demeanor.

  • Cross training in all areas and locations, willingness to learn new contracts and tasks.

Qualifications:

  • Highschool diploma/GED is required.

  • Minimum three years of closely related experience.

  • Must pass the Army Corps of Engineers for Quality Construction Management classes within 90 days of hire date.

  • Certified Reliability Leader (CRL) or Certified Maintenance Manager (CMM) is preferred. CRL qualification is required within 2 years of start.

  • Must be able to lift and/or move up to 45 pounds.

  • May be required to reach, kneel, walk, stand, and use repetitive motion for several hours at a time based on position duties.

  • Work may require repetitive motion, reaching, lifting, kneeling, and walking. Standing or sitting for several hours at a time, climbing in and out of a vehicle, and up and down stairs may also be required.

  • Must have the perseverance to work effectively under pressure for extended periods of time.

  • A valid state driver's license is required with the ability to obtain and maintain coverage by Tessera's insurance.
