Job Description
General Purpose of Job: A Department of Public Safety Training Supervisor supports the Public Safety Leadership team as well as communicating a shared vision within areas of responsibility that motivates others to achieve operational goals and objectives. Supports and encourages productivity, teamwork, customer service, and continues quality improvement within specific areas of responsibility.
The Training Sergeant coordinates and implements all training programs for DPS Officers. They will identify training needs and opportunities; complete monthly department schedule of assignments, schedule training, ensures compliance with all applicable Federal, State, and local laws and regulations as well as department policies and procedures and maintains training records. Perform complex technical duties that require advanced knowledge of specialization of training program coordination. This role will also be responsible for the department training simulator, creating new content, and training officers on use. The Training Sergeant will also be tasked to the Workplace violence committee and hospital de-escalation training program

- Maintains a safe and secure environment for, and provide assistance to, caregivers, patients, physicians, volunteers and visitors of the Sparrow Health System.
- Armed response in an active violent incident where a dangerous weapon is reported to be involved.
- Manages Department in absence of Director or Managers.
- Oversees daily public safety and parking operations, ensuring the safety and security of the hospital. Provides support for safe and efficient parking and transportation services.
- Maintains felony and misdemeanor arrest authority, arranges transportation of prisoners to jail, completes court documents, and performs other police authority functions as required in accordance with department policies and legal procedures.
- Conducts criminal investigations, collection of evidence, interviewing witnesses, suspects and victims.
- Manages verbal / physical conflicts using verbal de-escalation, physical presence, restraint techniques or other appropriate legal force options.
- Patrols hospital buildings and grounds to detect or deter criminal activity and unsafe conditions.
- Utilize and demonstrate competency in the use of various security technologies and software applications (IP camera technology, Alarm Systems, Access Control Systems, ID Badging, Elevator Monitoring Systems, MSDS, Intercom Systems, Radios and Paging Systems).
- Maintains current knowledge of all UMH-Sparrow properties and related security technologies to ensure proper response to calls for service
- Responds to disasters by setting up Incident Command Center, implementing appropriate facility lockdown and access control and procedures, manages pedestrian and vehicular traffic and, as necessary, assists with decontamination procedures (staging and property collection).
- Supervises subordinate security and private security police personnel; supervisory duties include selection, instructing; assigning; reviewing and planning work for others; maintaining standards; coordinates activities, acting on caregiver problems; recommending caregiver transfers, promotions, disciplines and discharge; preparing and processing performance evaluations.
- Reviews the work of subordinates for effectiveness; evaluates and makes recommendations as appropriate; offers advice and assistance as needed;
- Ensures staffing is sufficient and maintains scheduling and for the Department of Public Safety
- Ensures all training and certification records of Private Security Police Officers and Security Officers are completed on an annual or quarterly basis as needed, including: conducting Defensive Tactics/Use of Force/GAGE/SKD/SABRE gel - Basic Firearms and Taser certification's, De-Escalation Training, Crisis Intervention Team Training, Radiation Safety, REID, LEIN, CPL, Decontamination and Tent set up, Officer Competency testing, and continued education required by MCOLES and any other additional training that is necessary.
- Maintains Private Security Police and Security Officers performance standards that impact criminal activity, hospital liability, and the ability to respond to immediate threats. Makes arrests and facilitates prosecution.
- Ensures warrants are properly submitted to the Ingham county prosecutor's office for appearance tickets written on Sparrow property. Ensure documentation of reports and arrest records are maintained and properly documented.
- Ensures the Security Court Liaison Officer is properly disbursing subpoenas to officers in a timely manner and properly preparing court notes, pretrial notices, victim impact statements and other presentencing inquires.
- Ensures evidence is stored and maintain properly until trial and disposition. Ensures evidence remains on file in accordance with state law. Assists with completing evidence audits in accordance with state regulations and to ensure hospital procedures are followed.
- Serves as a liaison to community, police, fire agencies, and administrators of neighboring schools.
- Conducts and or supervises special Public Safety/Security projects including Joint Commission safety inspections, , VIP visits, Executive Protection, Pre Event Risk assessments, and special investigations.
- Assists with management of personnel budget and contributes to operations and capital expenditure budget.
- Conducts and or supervises special Security projects including Joint Commission safety inspections, State Fire Marshal inspection, Police Authority/Security Audits and special investigations.
- Partakes in hospital wide committees and task forces.
- Will facilitate other responsibilities of all other duties as assigned.
- Plans, oversees, coordinates, and implements the departments training program for all DPS Team Members.
- Plans, coordinates and assists in training all hospital team members in de-escalation as part of the workplace violence prevention program through virtual, classroom and simulation training.
- Facilitates learning through a wide variety of delivery methods including classroom, virtual, and just in time on the job coaching.
- Responsible for the department's monthly schedule of assignments to include daily shift assignments and scheduled training sessions.
- Maintains detailed calendar of department training events and upcoming training opportunities.
- Tracks DPS Team Members training hours, testing scores, evaluations, and certifications.
- Tracks DPS Team Members career development and growth trainings.
- Instructs use of force, defensive tactics, de-escalation, taser, tourniquet use, Narcan use, ground avoidance, edge weapons defence, firearms, and any other trainings required by the department.
- Partnering with the Quartermaster for training equipment needs.
- Maintain inventory logs of all training equipment to include but not limited to (airsoft pistols, bb's, CO2 tanks, Glock Training pistols, blue guns, red training tasers, inert marking ammunition, inert pepper gel, safety goggles, throat protectors, helmets, gym mats, cleaning supplies, batteries, Mantis training system, Training Simulator equipment, etc,)
- Coordinates Field Training Officer's with new hires, prepares FTO training binders and training materials, delegate as needed.
- Trains Private Security Police on citation ticket use and custodial arrest procedures
- Assist with the in house PA 330 instructional courses for PA 330 academy.
- Coach and Council DPS Team Members on use of force and de-escalation any skill needed to become a better.
- Responsible for assigning and tracking all additional training sessions.
- Updates and provides daily/weekly roll call training bulletins.
- Evaluates and makes recommendations on training material, programs, resources, and methodology.
- Manages and maintains in-housetraining facility and equipment.
- Coordinates with outside agencies for use of training facility.
- Coordinates off-site training activities.
- Stays current on training design, methods and technology.
- Performs other related duties and responsibilities as required.
- Assist Emergency Management with training exercises, table top exercises, and mini drills.
- Assists in training all hospital team members in de-escalation as part of the workplace violence prevention program through virtual, classroom and simulation training.
Additional Essential Responsibilities:
- Ongoing training and education, including department specific requirements including reviewing professional publications.
- Maintains required licensure and certifications.
- Actively participates in safety initiatives and risk mitigating measure where appropriate and completes all position and department related competencies and requirements on a timely basis.
- Maintains professional and technical knowledge by studying federal state and local laws and ordinances.
- Maintain a suitable background including absence of any felony conviction and specific misdemeanour convictions.

* Minimum of 6 years experience of professional training experience and 4 years of leadership experience. |
| Education |
Associates degree in a Social Science program, Law, Emergency Management, Business, Public/Police/Security or Safety Administration. Or Highschool Diploma with 6 years of work-related experience in Public Safety Field. * Certification as a Security Police Officer under the Public Act 330 through Michigan Commission on Law Enforcement Standards (MCOLES). Must complete within 6 months of hire. * MI Driver License no restrictions and no excessive traffic violations as defined by H.R. Policy #607. * Basic Life Support (BLS) - CPR, AED, First Aid certified. Must complete within 6 months of hire. * Certifications in PPCT/Threat Pattern Recognition; Oleoresin Capsicum Gel spray; and other defensive tactics training as required. Must complete within 6 months of hire. * Certification in verbal de-escalation Non-Violent Crisis Intervention (NCI). Must complete within 6 months of hire. * Certification in Crisis Intervention Team Training (CITT). Must complete within 1 year of hire or at first available offering. * Certification in interviewing and interrogations. Must complete within 6 months of hire or at first available offering. * Must be able to certify in Taser End User Training with in 6 months of hire. * Must complete Sparrow's Public Safety firearms program and certify in MCOLES pistol qualification course. * Must complete UMH Sparrow long gun program and certify in MCOLES rifle qualification course. * Hold a valid CPL. * International Association of Healthcare Safety and Security (IAHSS) Basic Security Officer Certification. Internal applicants must have completed at time of hire. External applicants must complete within 3 months of hire. * Must be able to complete the Supervisor certification for IAHSS within 6 months of hire. * Completion of FEMA IS100c, IS200c, IS700b, IS800c upon hire or within 3 months for external hires. * Must be able to complete LEIN basic training within 6 months of hire. * Must complete Security Awareness Training 1, 2, 3a, 3b within 30 days of hire. * Instructor Certifications will be maintained for all required training (basic firearms, long gun, non-violent crisis intervention, Taser, SABRE Gel, PPCT, Edge Weapons Defense, Ground Counter Measures |
