New Hanover County is seeking a detail-oriented Tax Mapper to join our Tax Department. In this role, you will play a key part in maintaining and updating computer-based mapping data and property ownership records within a Geographic Information System (GIS) environment, supporting accurate land records and essential County operations.
Responsibilities for this role include:
- Ability to comprehend and interpret the intended function of various recorded documents, as it relates to tax cadastral records.
- Edit, update, and maintain GIS databases to capture changes from recorded legal deeds and plats
- Provide customer service related to all aspects of real property tax records.
- Assist the public and various County officials in person, via email, and over the phone by locating, interpreting, and using information contained in GIS and tax record databases.
- Address and resolve issues related to property lines, owners, right-of-ways, disputed parcels, and other customer service matters.
- Research deeds, affidavits, quit claims, estate files, survey plats, wills, and other legal documents to update sale history and verify property owner of record.
- Maintain the annual set of property maps for use by Land Records and Appraisal staff.
- Perform daily maintenance in multiple software programs.
- Performs work with regular and predictable attendance consistently meeting the scheduling needs as required by the county.
- Performs work during emergency/disaster situations.
- Performs other duties of a similar nature or level.
KNOWLEDGE, SKILLS, OR ABILITIES Knowledge of surveying/drafting principles; mathematical principles; State and County real estate and tax laws; State Machinery Act and property laws; GIS software systems and applications; and area geography. Skilled in using computers and applicable software; reading and interpreting land surveys and maps; interpreting aerial orthophotographs; interpreting land data; plotting property boundaries; updating computer databases; providing customer service; establishing and maintaining effective working relationships; communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.

Hours: 8:00 AM - 5:00 PM, Monday - Friday.
Must be available to report for emergency work assignment during emergency situations.
Employment Type: Full-time, exempt
Salary Information: The hiring range for this position is
$40,048 - $54,064 annually plus a competitive benefits package.
Salary will be determined based on qualifications, internal equity, budget, and market considerations.

Qualifications
-
Required Education and Experience:
High School diploma or equivalent, and six (6) months of related GIS or base mapping experience; or an equivalent combination of training and experience sufficient to successfully perform the essential duties of the specific position as listed above.

Licenses/Certifications

- Valid Driver's License (from any state) and good driving record required at time of application.
- Valid North Carolina Driver's License required by first date of employment with good driving record.
- Must pass the North Carolina Institute of Government course "Fundamentals of Assessing and Listing." within one (1) year of hire.
- Must obtain their North Carolina State Mapper Certification within two (2) years of hire.
