MINIMUM QUALIFICATIONS

Education:
Any combination of education and experience, which would likely provide the necessary knowledge and abilities, is qualifying. A typical way to obtain the knowledge and abilities would be: Bachelor's Degree in Business Administration, Marketing, Computer Technology, Purchasing, Accounting, or any other closely related field.

OR

Experience:
Five (5) years of increasingly responsible work experience in local government purchasing, warehouse management, Enterprise Resource Planning (ERP) systems and budget management with at least two (2) years of lead/supervisory experience.


License Requirement:
Driver License: Possession of a valid California Class C Driver License may be required at the time of appointment. Failure to obtain or maintain such required license(s) may be cause for disciplinary action. Individuals who do not meet this requirement due to a physical disability will be considered for accommodation on a case-by-case basis.
Possession and proof of a good driving record as evidenced by freedom from multiple or serious traffic violations or accidents for at least two (2) consecutive years. The driving record will not contribute to an increase in the Authority's automobile insurance rates.


Abbreviated Job Description:
Under general direction of the Chief Operating Officer, the Purchasing & Warehouse Supervisor provides management and administration of purchasing activities, warehousing and inventory functions by managing the daily purchasing activities to ensure efficient acquisition of goods, materials, or services along with the daily warehouse operations, including shipping, receiving, and inventory control to ensure safety, efficiency and accuracy.


Examples of duties of the Purchasing & Warehouse Supervisor include, but are not limited to:
Develops and administers Department's fiscal year budget. Plans, directs and supervises the performance of the Buyer, Warehouse Inventory Control Clerk, Procurement Technician and Custodian. Directs and responsible for all day-to-day warehouse activities, including receiving, storing, disposal, packing and shipping materials. Responsible for oversight of inventory and Tracy O&M Facilities janitorial activities. Responsible for the management of all purchasing functions and ensures policy and regulatory compliance. Responsible for the management of the Department's use of the ERP (Enterprise Resource Planning) system. Responsible for preparation and accuracy of all reporting requirements for the warehouse and purchasing functions. Responsible for quality assurance and integrity of the data associated with the warehousing and purchasing functions. Research, negotiate, and oversee designated service maintenance contracts/agreements, administer and monitor contractual terms and obligations on an on-going basis; perform on-site inspections to ensure compliance with agreements. Other duties as assigned.


Requires the Knowledge of:
Principles and practices of budgeting, accounting, and the maintenance of fiscal controls. Principles and practices of public agency purchasing. Principles and practices of auditing. Public agency laws and regulations applicable to Authority purchasing. Formal and informal bidding process for public agencies. Principles and practices of using an ERP system for purchasing, warehouse and inventory management. Principles and practices of personnel administration. Proficiency in computers and Microsoft Office and data entry software.


Must possess the ability to:
Provide training and work coordination for support staff. Prioritize tasks and manage time effectively to meet deadlines and operational requirements. Assist with Authority budget development and fiscal controls. Prepare a variety of management reports. Assist with performance audits of Authority services and functions. Provide advice and consultation on the use and improvements of the Authority's ERP system. Establish and maintain cooperative working relationships with co-workers, outside agencies and the public. Regularly and consistently meet attendance/punctuality requirements. Follow instructions, work independently and cooperatively with others, establish and maintain cooperative working relationships with coworkers, outside agencies, and the public. Effectively communicate both orally and in writing. Prepare oral and written reports.


Typical Physical Activities include, but are not limited to:
Sits for extended time periods. Communicates orally with Board members, co-workers, other public agencies and the general public in face-to-face, one-to-one and group settings. Regularly uses a telephone for communication. Uses office equipment such as computer terminals, copiers, and Fax machines. Hearing and vision within normal ranges. Lifts up to 40 pounds. May occasionally travel by airplane and automobile in conducting Authority business.


Environmental Factors include:
Exposure to: sun, 10% or less work time spent outside a building and exposed to the sun. Irregular or extended work hours: Occasionally required to change working hours or work overtime.

BENEFITS

Holidays:
Employees receive eleven (11) paid holidays, including one (1) floating holiday.


Vacation & Medical Leave:
Vacation leave is accrued at the rate of 80 hours per year up through year four 4. At year five (5), leave increases to 120 hours per year. At ten (10) years of service, vacation leave is accrued at the rate of 140 hours and at fifteen (15) years of service, vacation leave increases to a maximum of 160 hours per year.
Medical leave accrues at the rate of eight (8) hours per month.


Retirement Benefits:

  • 401(a) Defined Contribution Plan: A 401(a) Defined Contribution Plan is funded by the Authority contributing equal to 8% of your gross base annual salary
  • 457 Deferred Compensation Plan: The 457 Deferred Compensation Plan is up to a 5% match of your contributions by the Authority based on gross base annual salary. This plan offers a Roth option.
  • Upon retirement, a Retirement Health Savings (RHS) Plan is available


The total potential combined contributions for the 401(a) and the 457 plans by the Authority may amount to a maximum of 13% of your gross base annual salary. All contributions under both plans vest immediately to you.
NOTE: You should be aware that the Authority does not participate in Social Security. This may affect Social Security benefits upon retirement.

The Authority contributes 100% of the premium for the employee and 75% for the employee's eligible family members.
