Job Summary
This position manages the mental and behavioral health services that are provided to adults incarcerated in the Sacramento County Correctional Facilities. Under contract with Sacramento County, the Department of Psychiatry and Behavioral Sciences provides mental health services at two correctional facilities in the Sacramento region. The position is responsible for an average daily adult population at both facilities of roughly 3,200, with at least 1,800 individuals receiving mental health services at some time during their incarceration. The manager is also responsible for managing a $390 million budget, 155 employees that provide services at both facilities, and over 78,000 patient encounters annually. This is the area's largest mental health provider, and services continue to develop rapidly including acute inpatient, subacute intensive outpatient program, and Jail Based Competency Treatment.
Reporting to the Chief Administrative Officer (CAO), the manager of this program will work closely with Sacramento County Leadership, the Sacramento County Sheriff, the UC Davis Hospital and community programs and partners to establish programs and services that meet the needs of the incarcerated adults and the requirements of the County's Mental Health Remedial Plan. Through subordinate managers and supervisors, this position will (i) manage and direct a full range of administrative activities with authority to solve problems and take action on issues involving human resource activities, budget development and remedial plan coordination, and program development directly related to the mental and behavioral services provided under contract, (ii) Manage the development of Policies and Procedures to address requirements and program services, (iii) Collaborate with the CAO, Medical and County Health Services Administrator at both correctional faculties and other community programs to define and implement short- and long-range goals, assess existing and future program needs, and (iv) Provide outreach to community partners, establish priorities and develop and implement mental health Case Management services for patients with serious mental illness. Department Overview The Department of Psychiatry & Behavioral Sciences is the 2nd largest department in the School of Medicine at UC Davis with an annual operating budget of $50 million and grant funding of $43 million. The workforce of the Department consists of approximately 250 academic appointees including members of the Academic Senate, Academic Federation, and student titles with an additional 250 non-academic positions. Our department's goal is to improve behavioral and mental health through patient care, training and education, research, and community service. Department Specific Job Scope Work is performed with many interruptions during the day. Must be able to work effectively within a stressful, hazardous environment with rapidly changing priorities and deadlines. Willingness to work under an institutional "No Hostage Policy." Must be able to pass and maintain the Sacramento Sheriff Office Security Clearance. Ability to work in a highly stressful jail/correctional custody setting, with incarcerated individuals which may present hazardous conditions, including working in a potentially crowded, malodorous, and noisy environment, of a highly restrictive and confining nature. - Licensed Clinical Social Worker (LCSW), Licensed Marriage and Family Therapist (LMFT), Licensed Professional Clinical Counselor (LPCC)or Licensed Psychologist
- Advanced degree in related area
- Required 5 years' work experience in correctional mental health care, combined with ten years progressive management experience.
- Experience in community outreach and serving underserved populations.
- HR and Administrative Management experience, including: At least 10 years' experience overseeing Human Resources.
- At least 5 years' experience overseeing the development and implementation of mental health programs in a correctional setting.
- Ability to develop budgets and operate within an established budget.
- Ability to design staffing levels to meet divisional/program needs.
- Develop position descriptions, conduct extensive interviews, select qualified individuals, provide initial and ongoing training and mentor staff; ability to deal with confidential personnel matters.
- Highly developed interpersonal skills to effectively foster positive communication within a complex organization.
- Ability to implement and adhere to UCD and Department policies and procedures.
- Ability to develop performance standards, measure performance, and evaluate and correct performance.
- Encourage professional development for staff to enhance performance and career growth.
- Advanced knowledge of the mental health treatment for justice involved patients and community outreach, collaboration, and resource development.

- Demonstrated skills to communicate efficiently and effectively (both orally and written) with all levels of academic, administrative, clinical and staff personnel within the School, Campus, Medical Center and outside agencies and institutions.
- Skilled in computers and knowledgeable of the appropriate programs necessary for the effective management of business operations of the unit.Strategic Planning: Knowledge and demonstrated skills of strategic planning (short and long term).
