Position Summary

Odyssey Systems has an exciting opportunity for a Cost Estimator Journeyman providing support to Program Executive Office for Nuclear Command, Control, Communications Global Aircrew Strategic Network Terminal (Global ASNT) Increment 2 Block 2 Program Management Office via the Nuclear Networks Division (NCN).The AFNWC/NC3 Integration Directorate is headquartered at Hanscom Air Force Base, MA, with an operating location at Kirtland AFB, NM. The NC3 Directorate's mission is to provide support to the Program Executive Office (PEO), the Deputy Director, Deputy AFPEO NC3 and staff for acquisition and administrative control of all NC divisions, branches, and programs. It consists of an Executive Section, Engineering (EN), Financial Management (FM), Operations Management (OM), Information Protection (IP), Contracts (PK), Cyber, Logistics (LG), the Program Execution Group (PEG) and Intelligence (IN).

This position's primary role will support the cost estimating & planning needs of the GASNTi2B2 program.

This is a full-time position located at Hanscom Air Force Base, Bedford, MA.



Responsibilities

The Contractor shall be able to manage, oversee/lead, or perform scientific work that involves designing, developing, and adapting mathematical, statistical, econometric, and other scientific
methods and techniques. The work also involves analyzing management problems and providing advice and insight about the probable effects of alternative solutions to these problems.

Duties include, but not limited to:

Use of routine cost estimating methods such as analogy, engineering or scientific methodology, and extrapolation.
* Use of cost estimating outputs to assess the impact various factors have on the costs to design, research, develop, produce, field, operate, maintain, and dispose of a particular weapon system.
* Most appropriate phase of the budgetary cycle (planning, programming, justification, execution, etc.) for initiating new programs.
* Analyze all elements affecting costs for a project of limited scope.
* Analyze Contractor financial data using EVM measures of merit to determine program viability with respect to cost, schedule, and performance.
* Use of the Automated Cost Estimating Integrated Tool (ACEIT) Suite to perform all program office estimates and analyses is mandatory use for working in the NC3 Directorate for all cost analysis positions.
* Analytical processes, such as setting up the problem, conducting background research, collecting, and reducing data, displaying data for analysis, formulating mathematical expressions, and drawing conclusions.
* Compliance with all cost estimating guidance including the appropriate DoD, Air Force, AFMC, AFNWC, or lower-level policy, publications, supplements, manuals, etc., as well as applicable documents and regulations, systems, processes, and guides, as required.



Qualifications

Citizenship: Must be a US citizen

Minimum Required Qualifications

Clearance: Ability to have & maintain a Top Secret Clearance

Education: A BS/BA with 21 semester hours in quantitative analysis courses, plus three (3) semester hours of Calculus.

Years of Experience: 3 to 5 years of relevant work experience

Certifications: Relevant professional certifications obtained may be used to supplement years of experience

Preferred Qualifications

Clearance/Access: ICD 704 Eligibility

Education: MA/MS degree

Years of experience: 7 years of relevant work experience
