Summary: Reporting to the PHS Chief Financial, the Vice President Controller (Controller) serves as a financial business and accounting leader for PHS. Has responsibility for planning, developing, implementing and evaluating all accounting functions of PHS; serves as a senior level advisor for the PHS CFO, VP, CFO-Financial Planning & Analytics and other PHS executives on the financial position of the enterprise. Provides accounting oversight of the Accounting Office, including general accounting, Medicare cost reporting and similar activities (DSH and GME) and other accounting operations.
Job Description: Reporting to the PHS Chief Financial, the Vice President Controller (Controller) serves as a financial business and accounting leader for PHS. Has responsibility for planning, developing, implementing and evaluating all accounting functions of PHS; serves as a senior level advisor for the PHS CFO, VP, CFO-Financial Planning & Analytics and other PHS executives on the financial position of the enterprise. Provides accounting oversight of the Accounting Office, including general accounting, Medicare cost reporting and similar activities (DSH and GME) and other accounting operations. Responsible for the timely and accurate maintenance of general ledger, transaction and financial management reporting, including monthly, quarterly and annual financial statements, reconciliations and management reports. *Is responsible for ERP success maintenance. The Controller will also act as a liaison between the financial operating team, relaying all information regarding department budget to actuals reports. *Other responsibilities include: year-end tax and internal, external and regulatory requirements. *Responsible for producing ad hoc financial reports and analysis to support decision making. Oversees financial accounting functions and data processing, ensuring accounting procedures are being followed utilizing GAAP. *Partners with other financial leaders in preparing annual cash flow and balance sheet projections. *Manages PHSAs external financial reporting process. *Manages the timeliness and completeness of monthly, quarterly and annual reconciliations and reports to support continuous external auditing and financial reporting integrity for senior leadership and the Board of Directors specifically the Finance Committees and Compliance & Audit Committee. *Establishes and maintains comprehensive internal controls designed to mitigate risk, protect assets and support the financial infrastructure of PHS. *Maintains the adequacy of all reserves and accruals. *Designs internal controls that provide assurance in achieving specified objectives including: 1) effectiveness and efficiency of operations, 2) compliance with laws and regulations and 3) reliability of financial reporting. *Ensures appropriate financial systems and internal controls are in place to safeguard PHS's assets and accounts are appropriately maintained to properly reflect accurate financial data. *Monitors and oversees all PHS assets and liability accounts; ensures proper accounting methodology, techniques, policies and reconciliations are adopted throughout the PHS system operations. *Establishes accounting policies and procedures for PHS's accounting and financial transactions, ensuring they meet standards of internal control and compliance and consider as appropriate balance of cost vs. benefit. *Provides oversight for federal, state and local tax compliance as well as all of our Health Plan tax filings and tax liabilities are on the balance sheet. *Oversees tax reporting and compliance for PHS. Establishes and continuously improves policies and procedures regarding internal accounting controls PHSAs accounting and disbursements practices; ensures that they are effectively communicated to the PHS community. *Instills a culture of continuous improvement and demonstrates the ability to work in a dynamic environment where needs change and solutions need to be flexible. *Conceptualizes and drives complex initiatives that are critical to organizations success. *Identifies and articulates enhancement opportunities. *Develops recommendations and drives execution on the redesign of core operation processes and systems to achieve dramatic improvements in quality, scalability and productive across monthly close, financial reporting, accounts payable and accounts receivable. Additional Job Description: *Bachelors degree required in Accounting, Finance or related field; Master's degree preferred. *8-10 years of progressive experience in healthcare finance or large integrated delivery networks. Experience in financial operations and controls, treasury and capital structure management, external audits, bond financing and risk management. *CPA certification preferred. *Demonstrated ability to lead a team and drive continuous process improvement. *Expertise in GAAP including the ability to research issues, document conclusions and discuss with management and the independent auditors.
