Position Summary

The Contract Manager serves as the primary contractual authority responsible for overall contract administration, compliance, and performance execution under the APG MATOC. This position acts as the principal interface with the Contracting Officer and Government stakeholders, ensuring all task orders are executed in accordance with FAR/DFARS requirements, contract specifications, and performance objectives. The Contract Manager oversees multiple concurrent task orders and ensures alignment between technical execution, financial performance, and contractual obligations.

Essential Duties & Responsibilities

* Serve as the primary point of contact with the Contracting Officer (KO), Contracting Officer's Representative (COR), and Government stakeholders.

* Manage all aspects of contract administration including modifications, compliance, reporting, and deliverables.

* Oversee execution of multiple task orders, ensuring compliance with contract requirements, schedules, and budgets.

* Ensure adherence to FAR, DFARS, and DoD security requirements including CUI handling and DD254 provisions.

* Lead contract kickoff meetings, progress reviews, and performance evaluations.

* Monitor financial performance including cost tracking, forecasting, and profitability.

* Manage subcontractor agreements and ensure proper flow-down of contractual requirements.

* Coordinate with Project Managers, Quality Control, and Safety personnel to ensure successful execution.

* Ensure continuity of operations for mission-critical services as required.

* Identify contractual risks and implement mitigation strategies.

Required Qualifications

* Bachelor's Degree in Business, Construction Management, or related field.

* Minimum 10 years of experience in federal contract management.

* Demonstrated experience managing MATOC or IDIQ contracts.

* Strong knowledge of FAR, DFARS, and federal acquisition processes.

* Experience managing multiple concurrent task orders.

* Excellent communication, negotiation, and organizational skills.

* Ability to obtain and maintain base access credentials.

Physical Requirements

* Primarily office-based with occasional site visits.

* Ability to attend meetings, walk job sites, and review field conditions as needed.

Preferred Qualifications

* Experience supporting USACE or DoD installations.

* PMP or DAWIA certification.

* Experience managing contracts exceeding $15M.
