Almac Group is currently seeking a Foreign Trade Zone Administrator (FTZ) for our Souderton, PA location. The Foreign Trade Zone Administrator is responsible for maintaining compliant, wellgoverned Foreign Trade Zone operations including receiving, inventory control, production, shipping, drug returns and reporting at two separate sites. This role ensures adherence to Customs and Border Patrol (CBP) and Foreign Trade Zone Administrator Board regulations, oversees internal controls, manages communication with key stakeholders, and proactively mitigates Foreign Trade Zone Administrator operational risks. Administrator is responsible for maintaining compliant, wellgoverned Foreign Trade Zone operations including receiving inventory control, production, shipping, drug returns and reporting at two separate sites. This role ensures adherence to Customs and Border Patrol (CBP) and Foreign Trade Zone Administrator Board regulations, oversees internal controls, manages communication with key stakeholders, and proactively mitigates Foreign Trade Zone Administrator operational risks.
Monday - Friday 7am - 4pm
Domestic and international travel 15%
Responsibilities include but are not limited to:


  • FTZ Program Governance * Serve as Almac's primary representative for United States Foreign Trade Zone operations, regulatory requirements, and compliance standards

    • Maintain comprehensive knowledge of 15 CFR 400, the CBP FTZ Manual, and local FTZ Board and Port requirements
    • Oversee FTZ activation, FTZ operator agreements, FTZ procedures manuals, and ongoing compliance with FTZ Board requirements.
    • Develop, implement, and maintain FTZspecific SOPs, work instructions, and compliance documentation


  • FTZ Admissions, Customs Filing & Operational Compliance

    • Lead and oversee the filing of CBP FTZ admissions (Form 214), status designation (privileged / nonprivileged foreign), and any required Form 216 or 3499 documentation.
    • Ensure accurate, timely reconciliation between FTZ inventory and CBP systems.
    • Maintain compliant electronic inventory control and recordkeeping systems (ICRS), consistent with CBP requirements for zone operators.
    • Manage duty, valuation, tariff classification, and countryoforigin determinations for FTZ operations, consistent with responsibilities outlined in the Customs & Compliance Manager


  • Inventory Control, Audit Readiness & Recordkeeping

    • Ensure the FTZ's ICRS meets all CBP criteria for realtime visibility, traceability, audit trails, and exception reporting.
    • Perform monthly FTZ audits, cycle counts, and compliance checks to ensure accuracy of FTZ balances versus system records.
    • Serve as the point of contact for CBP site visits, annual FTZ operator audits, compliance reviews, and enforcement inquiries.
    • Oversee maintenance and retention of FTZ records per CBP requirements (minimum three years).


  • Duty Management, Cost Optimization & Risk Mitigation *

    • Analyze FTZ duty deferral, inverted tariff opportunities, and strategic FTZ benefits to support costsavings initiatives.
    • Assess duty avoidance and dutyreduction opportunities tied to Almac's product portfolios.
    • Mitigate regulatory exposure by ensuring controls prevent misclassification, noncompliant admissions, valuation discrepancies, and shipment delays.


  • FTZ Integration with Global Trade Compliance

    • Ensure FTZ operations align with Almac's global trade compliance policies, including export controls, sanctions, and import/export procedures.
    • Collaborate with global teams to incorporate FTZ requirements into crossborder flows, duty relief processes (e.g., IPR, drawback), and wider customs governance frameworks.


  • Broker, Customs & Internal Stakeholder Relations

    • Act as the primary liaison with U.S. CBP, FTZ Board representatives, carriers, brokers, and local port authorities.
    • Provide internal training and guidance to operational teams, logistics staff, and other functions on FTZ requirements and best practices.
    • Provide expert review of shipping documentation supporting FTZ admissions, domestic entries, and exports


  • Responsible for any FTZ SOPs and ensuring staff are trained on them
  • Provide ad hoc reports to Senior Management as needed
  • Perform client facing support for business development and client audits.



Qualifications:
Required Experience / Education:


  • Bachelor's degree (Business, Supply Chain, International Trade, or related field) OR High School Diploma or equivalent with more than 3 years in U.S. customs or FTZ operations.
  • Certification in U.S. customs compliance or FTZ operations (e.g., NCBFAA, IIEI, or CBPrecognized training).
  • 3 years of experience in FTZ operations and customs compliance.
  • 3 years of experience with compliance audits, inventory control, and CBP.
  • 3 years of demonstrated experience operating a U.S. FTZ, either as a Zone Operator, User, or FTZ Administrator.
  • 3 years of experience preparing or reviewing CBP 214s, classification, valuation, and import/export documentation - aligned to the Customs & Compliance role.
  • 3 years of experience working with CBP, FTZ Board, port authorities, and customs brokers.
  • 3 years of experience working crossfunctionally in complex, regulated environments
  • Practical knowledge for preparation of CBP Form 214 (Admissions) and Form 7512 (InBond movements).
  • Strong understanding of 19 CFR (Customs Regulations), Harmonized Tariff Schedule (HTS) classification, and international trade laws.


Preferred Experience / Education:


  • Licensed U.S. Customs Broker (LCB).
  • Certification in global trade (LEI, CUSECO, CTCS).
  • 3 Years of experience with clinical trial materials, pharmaceutical supply chains, or regulated environments (GMP/GDP).
  • 3 Years of experience with duty management software, ERP integrations, or FTZ inventory control systems.

  • Client engagement and stakeholder management.
  • FTZ reporting, CBP audits and Customs filings.
  • Strong analytical and problemsolving skills.
  • Ability to interpret regulations and translate them into operational procedures.
  • Clear written and verbal communication; ability to produce auditready documentation.
  • Proficiency with MS Office and trade systems.
  • Analytical, detail oriented, and capable of interpreting operational data for compliance impact.
  • Strong communication skills supporting interfacing with all levels of staff and management
