Job Summary
The University seeks a compliance professional to serve as Research Security Manager, ensuring institutional compliance with federal and state research security regulations while advancing risk management initiatives. This role combines regulatory oversight, policy development, and cross-departmental collaborations to safeguard the integrity of the University's research enterprise.
The Research Security Manager will oversee compliance with regulations such as National Security Presidential Memorandum 33 ( NSPM-33), Controlled Unclassified Information ( CUI) policies, US government restricted party programs, Department of Energy ( DOE) Orders, and the National Institutes of Health Genomic Data Sharing Policy ( NIH GDS Policy). Responsibilities include evaluating research proposals and agreements for security risks, guiding researchers in research data security and management, delivering training, and managing research security risks related to international travel, visitors, and collaborations.
This role will involve direct supervision of professional staff and student employees.
Minimum Education and Experience
Bachelor's degree in science, public administration, or related field. Three (3) years of research administration experience.
Preferred Education and Experience
EXPERIENCE

  • Experience administering research security regulations and policies in a federal agency, academic, or medical research environment.
  • Familiarity with international collaborations, export control regulations, and restricted party screening.
  • Knowledge of IT/cybersecurity practices related to research data protection.
  • Professional certifications (e.g., CISSP, CIPP, CCEP, or similar) in compliance, cybersecurity, or information privacy.
  • Experience developing and delivering training or outreach programs.
  • Strong collaboration skills with multidisciplinary teams across large institutions.
  • Proven ability to contribute to policy development and institutional program design.


Knowledge, Skills & Ability

  • Strong knowledge of federal and state research security regulations and policies.
  • Demonstrated ability to manage multiple projects independently with attention to detail.
  • Excellent communication skills, with the ability to advise faculty, staff, and students on complex regulatory issues.
  • Ability to exercise discretion with sensitive and confidential information.

Other Qualifications
To the extent this position requires the holder to research, work on, or have access to critical infrastructure as defined in Section 117.001(2) of the Texas Business and Commerce Code, the ability to maintain the security or integrity of the critical infrastructure is a minimum qualification to be hired and to continue to be employed in the position.
Essential Duties and Responsibilities

  • Contribute to the development, operation, and maintenance of the university's controlled unclassified information program
  • Support negotiations of contracts and agreements involving research security risks in collaboration with Sponsored Programs and Technology Commercialization offices.
  • Serve as a subject matter expert on guidelines, policies, and laws, advising faculty, staff, and students on compliance requirements.
  • Contribute to the development of the institution's academic research security program and controls for emerging regulatory risk areas.
  • Stay informed about evolving industry standards and research security compliance issues.
  • Coordinate the development and delivery of education, outreach programs, and training sessions on research security.
  • Guide researchers in implementing research data security and management plans.
  • Lead research security programs for international travel, visitors, and collaborations.
  • Collaborate effectively with multidisciplinary teams across the institution to advance research security initiatives.
  • Work independently with minimal supervision to manage a detail-oriented workload across multiple projects.
  • Exercise discretion with sensitive and confidential information.
  • Perform record-keeping responsibilities, including file organization, reminders, communications, and meetings.
  • Support the development and performance of new programs and compliance activities related to research security.
  • Provide leadership in the hiring, training, and supervision of professional staff and student employees.

Remote Notice: After the 6 month probationary period, this role may be eligible for a hybrid (partly remote/partly in office) work schedule, subject to business need and manager approval. May be required to use personal computer and other standard office equipment. Must be located within the DFW Area and have the ability to be on campus with 24 hours of notice. A UT Dallas Remote Work Agreement will be required within 14 days after approval.
